With the full arrival of network real-name registration system, how to ensure that our virtual space is more "refreshing"
Xinhua News Agency, Beijing, May 31 ST: With the full arrival of network real-name registration system, how to ensure that our virtual space is more "refreshing"
Xinhua News Agency "China Net" reporter Wang Bingkun Huang Xing Meng Hanqi
Building a vest can make rumors online, and pulling a team can brush a list in batches and be a "black powder"-in cyberspace, this kind of chaos will become a "past tense". On June 1st, the Network Security Law of the People’s Republic of China was officially implemented, and real-name authentication will be established for many online behaviors, aiming at creating a safe and honest "refreshing" space for the network. What influence will real-name registration system bring to the virtual life of netizens? The reporter conducted an interview.
The full arrival of real-name registration system has kept rumors and frauds away from the Internet.
A few days ago, Jiang Jun, a citizen of Changchun, logged into Baidu NBA Post Bar. Unlike the usual anonymous registration, the system popped up a security verification prompt. Only by entering the mobile phone number to obtain the verification code can the functions of posting and commenting be used normally.
This change stems from the network security law. According to the provisions of Article 24, network operators should require users to provide real identity information when handling network access and domain name registration services for users, handling network access procedures such as fixed telephones and mobile phones, or providing services such as information release and instant messaging for users, otherwise they may not provide related services. As the law further expands the scope of real-name registration system, it will affect more online behaviors.
Before the implementation on June 1st, Baidu’s official WeChat announced that Baidu will fully implement real-name registration system, and users must bind their mobile phones to complete registration. In other words, in the future, users must log in to Baidu’s network disk and Baidu Post Bar comments with their real names. In the consumption of Zhihu platform and many online games, real-name registration system certification has become a "standard" or is being put on the agenda.
Network real-name registration system, also known as "network identity card system", aims to realize the unification of cyberspace identity and real social identity. Faced with the challenges posed by the virtualization of netizen identity to online environmental governance and network ecological construction, as early as the beginning of this century, management departments and industry experts frequently advocated real-name registration of Internet users.
In recent years, with the frequent occurrence of network chaos, real-name registration system has become the general trend, and software such as WeChat, Weibo, Alipay and Railway 12306 have all set the real-name registration system threshold. The implementation of this cyber security law undoubtedly means the all-round arrival of real-name registration system.
"If the Network Security Law has designed a systematic scheme to solve network security problems, then real-name registration system is one of the’ golden keys’." Li Gang, dean of the School of Internet Application of Shenyang City University, said that under the anonymous environment, some netizens would speak freely without worrying about the consequences, leading to rumors, fraud and various language violence.
Li Gang believes that real-name registration system provides a basic traceability mechanism. "Everything that passes through will leave a mark", which makes the behavior of cyberspace not fall into a chaotic state that cannot be traced and blamed because of the virtuality of technology. "To a certain extent, this constrains network users, makes them responsible for their own remarks, and purifies the network environment."
In addition, real-name registration system can also restrict and regulate social behavior. Recently, emerging platforms such as webcasting and bike-sharing have introduced "blacklist" systems, and user real-name registration system has paid due price for all kinds of illegal and dishonest behaviors.
Weave a "protection net" of personal information to reduce worries for real-name registration system.
The Cyber Security Law introduced real-name registration system to maintain network order, and at the same time, it also formulated detailed personal information protection clauses to eliminate the worries of citizens’ information disclosure caused by real-name registration system to the maximum extent.
In real life, people often receive all kinds of harassing calls after online consumption, and even encounter online fraud. "real-name registration system will make personal information streaking in the virtual space. In the event of a leak or illegal use by unscrupulous merchants, the harm to netizens can be imagined. " During the interview, many netizens expressed similar concerns.
In fact, the law attaches great importance to the protection of citizens’ information. In the interview, many experts believe that the cyber security law has put forward clear requirements for several situations in which personal information is leaked on the Internet, which can be described as blocking loopholes without leaving "dead ends".
-In view of the "passive disclosure" of information by network operators due to insufficient technical level and poor management, the law has raised the threshold for network operators. For example, Article 23 stipulates that key network equipment and special products for network security shall comply with the mandatory requirements of relevant national standards. At the same time, the security responsibilities of network operators should be clarified. For example, Article 25 stipulates that network operators should formulate emergency plans for network security incidents and deal with security risks such as system vulnerabilities, computer viruses, network attacks and network intrusions in a timely manner. Song Hongyu, head of network security of an Internet company in East China, said that once the information is leaked, the law stipulates that the person in charge of the network company will be held accountable. "This makes everyone sloppy."
-In view of the "voluntary disclosure" of data by network operators to obtain economic benefits, Article 27 of the law stipulates that those who know that others are engaged in activities that endanger network security shall not provide them with technical support, advertising promotion, payment and settlement. Previously, in the judicial interpretations issued by the Supreme People’s Court and the Supreme People’s Procuratorate, it was also clear that the "inside ghost" of internet companies should be severely cracked down to prevent insiders from stealing and leaking information.
-In view of the risk of disclosure in the collection, development and utilization of personal information, the law puts forward the principle of legal, just and necessary use of personal information. For example, Article 41 stipulates that when collecting and using personal information, network operators should follow the principles of legality, justness and necessity, make the rules of collection and use public, clearly state the purpose, manner and scope of collection and use of information, and obtain the consent of the collected person. Personal information unrelated to the services provided by them shall not be collected. Wang Bin, a communication engineer at Shanghai Institute of Microsystems and Information Technology, Chinese Academy of Sciences, believes that this will prevent information abuse from interfering with individuals.
Improve the details of the system, so that the network is both a "pure land" and a "paradise"
Professionals pointed out that in order to implement the network real-name registration system system, many rules need to be refined and innovated, and at the same time, operational measures need to be introduced to cooperate.
"At present, various online platforms mainly authenticate personal real information based on ID cards, bank cards or mobile phone numbers. This information is quite useful and therefore easy to leak." Sharla Cheung, an associate researcher at the Institute of Software Research, Chinese Academy of Sciences, suggested that technically speaking, it is possible to develop a virtual authentication system, in which an authoritative third-party organization can issue a unique virtual logo for registration on the network platform according to citizens’ real-name information. This not only makes the behavior of netizens traceable, but also sets up a "firewall" for ordinary network operators to abuse personal information.
Jia Dengxun, a professor at Lanzhou University Law School, believes that the implementation of personal information protection needs to improve the reporting mechanism and remedial measures, such as establishing a more convenient online reporting and acceptance system, so that those who leak information have nowhere to hide. In addition, a special fund can be set up to pay the victims of information infringement cases first, and then investigate the responsibility of the leaking party.
Some netizens also suggested that real-name registration system should strike a balance between purifying the network environment and maintaining the openness of the network, so that the network is both a "pure land" and a "paradise" for netizens. Netizen "KKCC" believes that the network is not only a virtual world, but also a relatively open platform, and citizens’ behavior of correctly reflecting problems and expressing opinions should be protected.
According to this expert, the implementation of real-name registration system depends on strict restrictions on public power. Besides the list of laws, netizens should be given more free space.
