Cctv news(Reporter Yuan Yuxi) At the Central Poverty Alleviation and Development Work Conference held on November 28, 2015, the General Secretary of the Supreme Leader emphasized that medical insurance and medical assistance should be strengthened, the new rural cooperative medical care and serious illness insurance policies should be tilted towards the poor, and we should attach great importance to the work of getting rid of poverty in the old revolutionary areas.

Yudu County, Ganzhou City, Jiangxi Province is a national poverty-stricken county. Among the 1.095 million people in the county, 135,000 are poor, and more than 30,000 of them are poor due to illness. "How to make the people see the disease, see the disease and see the disease well?" In recent years, the old revolutionary base areas have focused on accurate poverty alleviation, always taking health poverty alleviation as a key link in tackling poverty, making full use of the opportunity of counterpart support policies of the National Health Planning Commission, focusing on "poor counties, poor villages and poor households", and constantly improving basic medical capacity, health and hygiene level and overall health awareness.

Five security lines make the people "see the disease"

Duan Shaoping, 56, is a poor household in the central village of Zishan Town, Yudu County. He usually makes a living by raising some chickens, ducks and lotus roots at home. In January this year, Duan Shaoping suffered from complications of diabetes, and spent tens of thousands of dollars on hospitalization for several days. "I thought that there were still several children at home who had to go to school. Where could I afford to see a doctor? At that time, I told my wife that I was incurable." Just when Duan Shaoping planned to give up medical treatment considering the heavy economic burden brought by illness to his family, the staff of Yudu County Family Planning Commission brought him good news.

"The staff took a brochure and told me that the proportion of medical reimbursement for poor households like me has increased greatly this year!" According to Duan Shaoping’s memory, at that time, he didn’t know exactly how much he could report. The staff asked him to put down his burden and go to the hospital for treatment as soon as possible. By the beginning of June, Duan Shaoping’s diabetic complications were cured and discharged through active treatment, and the total treatment cost was more than 106,000 yuan. When he submitted the relevant materials to the service window, five working days later, a reimbursement of 100,000 yuan was paid to his account.

"I really didn’t expect to report so much money, and the government gave me the confidence to live well!" Duan Shaoping said that after examination, he found that there were still a few kidney calculi on his body, and he planned to go to the hospital for another operation, so that he could get well completely and go back to earn money to support his family.

How can poor people get a high proportion of medical assistance? Lan Jianfeng, deputy director of the Patriotic Health Association of Yudu County Health Planning Commission, told the reporter that Yudu County Finance specially allocated more than 10 million yuan to buy supplementary medical insurance for serious illness for all poor households in the county. There are five reimbursement methods: new rural cooperative medical insurance, serious illness insurance, commercial supplementary insurance, civil assistance and "healthy and warm heart" fund assistance. Poor households go through the "five guarantee lines" of health and poverty alleviation, and the actual reimbursement ratio has increased from 40% to 50% in the past.

Three-level medical network makes people "see the disease"

Guzhang Community, Daqiao Village, Luo ‘ao Town, which is more than 20 kilometers away from Yudu County, is located on the hillside above 500 meters above sea level. There are often geological disasters such as landslides and subsidence, which bring a lot of inconvenience to the local 133 villagers. Ding Jiansheng, 34, studied in Gannan Medical College. After graduating from college, he chose to return to his hometown, Daqiao Guyu, to be a rural doctor. Due to the large area and scattered population of Daqiao Village, Ding Jiansheng often has to walk for several hours to the villagers’ homes to see a doctor.

"Sometimes people on the other side of the hill will directly call me to see a doctor, but there is no road between the mountains. I need to go down the mountain and climb up the mountain from the other end to get there." Ding Jiansheng recalled that it was very inconvenient for villagers to see a doctor at that time, especially at night.

Nowadays, the local government has moved the Guzhang area of Daqiao Village by stages to help the poor, and 133 villagers have lived in "small houses", and the infrastructure construction in the community has gradually improved. In the newly established Daqiao Health Center, the reporter saw that the injection room, clinic, pharmacy, observation room, duty room and other "five rooms are separated". All kinds of drugs are not only cheap, but also complete, and the doctors here have been produced by the inspection.

"Now the medical environment, medical equipment and other aspects are completely new, and villagers can go to the health center in a few steps." Ding Jiansheng said that now he has established electronic health records for 1389 villagers, and the time for villagers to see a doctor and buy medicine has been greatly shortened, so villagers no longer have to worry about seeing a doctor. It is understood that in order to improve the overall health and hygiene level of "poor villages", Yudu County has built a standardized health center in each township, and each administrative village has a clinic. In 2017, 357 administrative villages will be fully covered.

In Huanglin Township Central Health Center, Dean Xie Rongsheng told the reporter that the hospital focused on obstetrics as a characteristic brand, with the satisfaction of the masses as the primary evaluation index, and set up a special pregnant school, a consultation service window for elderly pregnant women, a post-natal rehabilitation treatment room and a neonatal bath room to provide excellent prenatal, mid-natal and post-natal health care services. The number of hospitalized deliveries in the whole year was stable at more than 1,000, radiating 150,000 in seven towns and villages in three counties including Ruijin and Huichang.

On January 7 this year, at the National Conference on Health and Family Planning, Huanglin Township Central Health Center was also awarded the title of "Township Health Center Satisfied by the People" in 2015.

In Licun Township Central Health Center, Zeng Xianglian, the president of the health center, was very satisfied with his own special products. "We have several good doctors with good skills and small surgical wounds. Patients can be discharged on the same day, and the cost of surgery is low. After the reimbursement of the new rural cooperative medical system, patients only need to pay two or three hundred yuan."

The reporter from Yudu County Health Planning Commission learned that the government encourages one or two special specialties to be built in township center health centers to provide technical support for other health centers. At present, six central hospitals in Yudu County can basically carry out lower abdominal surgery and a few upper abdominal operations, and township hospitals can basically solve common diseases in gynecology and orthopedics. Really achieve "serious illness does not leave the town, minor illness does not leave the country."

"Prevention of disease" should be promoted first.

"In the long run, health promotion is fundamental. How to help ordinary people develop good living habits and prevent diseases is the most economical." Lan Jie, secretary of Yudu County Party Committee, said that as a national health promotion demonstration county, Yudu County Government has continuously invested more than 300 million yuan to build sports centers, health trails and health theme parks, creating a good atmosphere for the whole people to love fitness.

In recent years, Yudu county government insists on "small finance" to run "big medical care", increasing medical and health expenditure year by year to prevent a poor person from falling behind on the road to poverty alleviation due to illness. In the past three years, 180,000 square meters of business premises and 1,800 beds have been added, and 80% of township hospitals have been standardized. At present, the three-level network with county hospitals as the leader, township hospitals as the hub and village clinics as the bottom of the network has been further improved.
