In recent years, in the process of promoting the rise of central China and the regional integration of the Yangtze River Delta, the central government has put forward requirements such as "the central region should actively undertake the layout and transfer of emerging industries" and "continue to promote the Wanjiang City Belt to undertake industrial transfer demonstration zones".
In order to thoroughly implement the national strategies such as the construction of the Yangtze River Economic Belt, the integrated development of the Yangtze River Delta, and the promotion of the rise of the central region, improve the construction level of the demonstration zone for undertaking industrial transfer in the Wanjiang City Belt, and promote the high-quality development of emerging industrial clusters in Jiangbei and Jiangnan (hereinafter referred to as "emerging industrial clusters"), on March 27th, 2020, Anhui Province issued the Opinions on Promoting the High-quality Development of Emerging Industrial Clusters in Jiangbei and Jiangnan (hereinafter referred to as "Opinions").

The "Opinions" put forward that "emerging industry concentration areas" should strive to build a demonstration area for emerging industry cooperation in the Yangtze River Delta. Adhere to green undertaking, high-end undertaking and precise undertaking, take undertaking the layout and transfer of emerging industries as the main direction, and extensively carry out various cooperation modes with Shanghai, Jiangsu and Zhejiang in the fields of electronic information, high-end equipment, new materials, smart cars, smart home appliances, industrial robots, and great health, and jointly do a good job in supplementing, extending and strengthening chains, and cultivate and expand advanced manufacturing, strategic emerging industries and modern service industries.
In order to straighten out the management system, the Opinions put forward the system of "provincial support and municipal management" and put up the brand of "Wanjiang Jiangbei Emerging Industry Concentration Zone" and "Wanjiang Jiangnan Emerging Industry Concentration Zone". As an agency of the local municipal people’s government, the CMC has the secretary of the municipal party committee as the first secretary of the Party Working Committee of the CMC, the mayor as the director of the CMC, and a member of the Standing Committee of the Municipal Party Committee as the executive deputy director of the CMC. According to the national development zone, the municipal and some provincial economic management authority is given.
The Opinions proposes to strengthen financial policy support. From 2020 to 2025, the provincial finance will grant 150 million yuan to the emerging industrial concentration areas in Jiangbei and 100 million yuan to the emerging industrial concentration areas in Jiangnan on the basis of the existing policies, with a focus on supporting Wuhu and Chizhou to co-ordinate the development of emerging industrial concentration areas. According to the contribution of the provincial finance to the financial development of emerging industrial clusters, the provincial finance will give corresponding incentive financial subsidies every year. Wuhu City, Chizhou City and the provincial "triple innovation" investment fund jointly funded the establishment of Jiangbei and Jiangnan emerging industrial clusters development investment funds respectively.
