Key technology "stuck neck" How should the domestic bicycle industry find another way?

In 2022, the total output of bicycles in China exceeded 51 million, and these bicycles can circle the earth more than 2 times end to end. Once a "bicycle kingdom", it is still a bicycle country. But who would have thought that the bicycle industry in China, which is world-renowned, still faces the dilemma that key parts are "stuck" in some high-end varieties.

Behind the above phenomenon, it reflects the common problems encountered in the transformation and upgrading of traditional manufacturing industries, including the bicycle industry.

The General Secretary of the Supreme Leader pointed out that to promote the transformation and upgrading of China’s manufacturing industry and build a manufacturing power, we must strengthen technology research and development, improve the localization substitution rate, and take the lifeline of science and technology into our own hands, so that the country can truly become strong.

At present, the key technology "stuck neck" and the brand "more but not stronger" are puzzling most domestic bicycle enterprises, and the high-quality development of bicycle industry is still difficult. On the new journey of building a manufacturing power, how should bicycle enterprises find another way, constantly shape their own brands and advantages, and form the competitiveness and influence of China bicycle enterprises in the global market? All these require enterprises to give answers in innovation and change.

  Supply:

Why are high-end models in short supply?

"It was really ‘ A car is hard to find ’ The customer wants to buy, but the goods can’t get in. " Bai Xuekui, the manager of Merida Public Welfare Bridge Store in Fengtai District, Beijing, still remembers the situation in the second half of 2022. "This situation was very common in the Beijing bicycle market at that time."

The Tianjin market has also felt changes. Li Qiuju, assistant to the president of Golden Wheel Group and manager of Hundred Guest Houses, said: "Last year, road bicycles suddenly burst into flames, and many riders were looking for them everywhere. This year, in the Bike Life Experience Hall of Baikeyu, the average sales volume of folding bikes and mountain bikes also increased by about 10% compared with previous years. "

Is the shortage of supply a local phenomenon or an overall situation, or is it the hype of bicycle dealers?

Guo Wenyu, vice chairman and secretary general of China Bicycle Association, told reporters that in the second half of 2022, especially in the fourth quarter, the phenomenon of "one car is hard to find" for high-end bicycles in first-tier cities including Beijing is more prominent, but not in second-and third-tier cities. According to incomplete statistics, since 2022, the domestic sales of high-end sports bicycles have increased by more than 30%.

The dealer’s feelings were passed on to the whole vehicle enterprise. Jinghai District of Tianjin is known as the "Bicycle and Electric Bicycle Capital of China", and the market share of brand bicycles in the area reaches 25%. During the interview here, from time to time, you will see a van full of bicycle parts whizzing by.

"Last year, the supply of mid-to high-end models was in short supply." Guo Fangcheng, general manager of Giant (Tianjin) Co., Ltd. introduced that Giant Tianjin Company has an annual output of about 1.2 million bicycles, and 85% of its products are sold domestically, and most of them belong to mid-to high-end models. "At that time, corporate inventory was empty, and high-end cars, road cars and some online celebrity cars were even more sought after. This year, the situation has eased."

Guo Wenyu believes: "Affected by the epidemic, individuals are more willing to travel by bike. Coupled with the rise of leisure and fitness concepts, the market demand for bicycles has increased significantly. In addition, in the second half of 2022, due to the closure of the epidemic, the production capacity of some parts manufacturing enterprises was less than expected, resulting in a decline in vehicle output. "

"Appear ‘ A car is hard to find ’ The main reason is the lack of high-end parts, especially the lack of high-end bicycle transmissions. In addition to waiting for a long delivery period, domestic enterprises can only stock up in advance or seek domestic substitution. " Zhang Xudong, vice president of Tianjin Kelin Vehicle Industry Co., Ltd. said.

How tight is the high-end transmission? Lin Jing, assistant to the chairman of Shenzhen Xidesheng Bicycle Co., Ltd., gave an example. At that time, a brand of high-end transmission often had to increase the price to buy it. In order to get the goods, local dealers often risk default and place the same order with three vehicle manufacturers. "As long as you get the goods, even if you pay 20% of the liquidated damages, it is better than nothing to sell." Lin Biao said.

High-end transmissions are so scarce, why don’t manufacturers increase production capacity? This can’t help but mention Shimano.

According to reports, Shimano is a multinational group company specializing in manufacturing and selling bicycle parts, fishing gear, snowboarding and golf supplies, headquartered in Japan. According to the data, two brands, Shimano in Japan and Speedlink in the United States, occupy the vast majority of the global bicycle transmission market, and Shimano’s shipments account for more than 60% of the global market.

According to another data, the annual demand for bicycle transmissions with a price above 1,000 yuan in China is about 8 million sets, and 95% of the market share is in the joint efforts of Shimano and Speed, among which Shimano accounts for the bulk. This means that Shimano’s every move on the transmission will have an impact on the middle and high-end bicycle market.

In 2022, due to the closure of the epidemic, some parts factories of Shimano in Southeast Asia and other places stopped production, and the delivery date of transmission parts was uncertain, resulting in insufficient production capacity.

The increase in demand meets the shortage of supply, which intensifies the shortage of high-end transmissions.

The reporter interviewed the bicycle department of Shimano (Shanghai) Trading Co., Ltd. Staff said that since the outbreak of the COVID-19 epidemic in 2020, the global demand for bicycles has soared, and all brands have set positive sales targets. Shimano has also received orders far exceeding its own production capacity. Despite the efforts of the company’s factories to increase production capacity, it still cannot meet the rapidly increasing market demand.

Will the situation of "one car is hard to find" continue? Some companies are optimistic about the market outlook.

Lin Jing predicts that mid-to high-end cars will still sell well. The person in charge of a vehicle enterprise said that from the perspective of spare parts supply, the supply of low-end cars is sufficient, and the delivery period of high-end bicycles is relatively long because of their small demand.

The staff of the bicycle department of Shimano (Shanghai) Trading Co., Ltd. said: "At present, the delivery time of most products of the company has been greatly improved, especially the delivery time of entry-level products has basically returned to normal. According to the current market situation, the company will face the pressure of overcapacity, so the production plan will be adjusted accordingly according to the actual market demand." Accordingly, some dealers have judged that the shortage of mid-to high-end models has been alleviated.

At present, the bicycle inventory of big brands is still at a high level, and the overall inventory is mainly digested. Xu Weiyao, deputy general manager of the business department of Shenzhen Xinlong Health Industry Development Co., Ltd., believes that in the case of downward market demand, low-end commuter cars will not only be hard to find, but also be surplus and even have a price war.

Experts in the industry said that "one car is hard to find" for high-end bicycles, which fundamentally reflects the problem of insufficient supply of high quality and is the embodiment of structural contradictions in the bicycle industry. If China wants to grow from a big bicycle country to a powerful bicycle country, it needs to further improve its product structure, make efforts to lay out the mid-to high-end market and make up for the short board of "transmission".

  R&D:

How to break through the bottleneck of transmission

To solve the problem of insufficient quality supply in bicycle industry, we must find a way in technology research and development. For bicycles, the most difficult thing to develop is the transmission.

China has the manufacturing industry with the most complete industrial categories and the most complete industrial system in the world. So many major technological bottlenecks can be broken. Why is it difficult to independently develop a small bicycle transmission?

When the reporter met Liu Chunsheng, the founder of Zhuhai Blueprint Controller Technology Co., Ltd., he was communicating with foreign customers about the transmission experience. This "post-70 s" man is less than 50 years old and his hair is gray. He joked that he had made a fool of himself for the domestic transmission.

He’s not the only one who’s survived. Liu Weibing, the general manager of Suruida Bicycle Parts (Foshan) Co., Ltd., is about the same age as Liu Chunsheng, and also has white hair.

Both of them are from American Speedlink Company, and they also joined the field of transmission manufacturing after American Speedlink withdrew from the mainland of China. Years of immersion have given them a deeper understanding of transmission development.

Transmission is not only a single component, but also a complex system, and now it has almost become a standard for bicycles. In order to complete the speed change of bicycle, more than 100 parts including tooth plate, flywheel, front shift and rear shift need to be coordinated.

To put it bluntly, many domestic manufacturing enterprises can produce this set of parts, and the technical content is not high. To make it easy, these enterprises can only produce low-end products, and there are very few high-end products that have been mass-produced

Liu Chunsheng introduced that Japanese Shimano has a history of 100 years, and American Speedlink has been established for more than 30 years. Domestic transmission enterprises have not started for a long time and have not accumulated enough. However, the gap not only exists in the insurmountable time accumulation and the number of products, but also is subject to patent technical barriers.

It is understood that Shimano has applied for more than 6,000 patents in the world, and more than 2,500 patents in China. "A simple transmission has such a huge patent layout that it basically locks the way for latecomers." Liu Weibing, an engineer, said with emotion that the variable speed technology is not difficult. What is difficult is how to circumvent patent restrictions and avoid falling into patent disputes with international brands.

"How difficult is it to bypass patent restrictions? For example, the transmission will sleep when the bicycle is at rest, and the car will move and need to be woken up. Shimano applied for the patent of transmission vibration sensor in China. In order to avoid infringement, Blueprint Technology has developed an angle sensor and an acceleration sensor for wake-up operation. But because the vibration sensor technology has been perfected after dozens of iterations. However, our technology application time is short, and there are still many bugs that need to be fixed, which is worse in stability. " Liu Chunsheng said.

"Our thinking is, on the one hand, to steadily promote the development of mechanical transmission, on the other hand, to open up new technical routes by changing lanes." Liu Chunsheng said that it is difficult for domestic enterprises to shake Shimano’s dominant position in mechanical speed change, but in electronic speed change, relying on China’s solid electronic information industry foundation, we are confident to solve the problem of "sticking the neck".

In March of this year, Blueprint Technology launched the first highway transmission kit integrating hydraulic disc brake and electronic transmission in China — — Blueprint eRX road vehicle electronic transmission kit, vigorously layout the electronic transmission market. At the 31st China International Bicycle Exhibition held recently, Lanxi Lunfeng Car Material Co., Ltd. also brought its own electronic transmission kit for road vehicles.

In addition to patents, precision machining capabilities also need to be improved. The relevant person in charge of the Guangdong Bicycle Association said that high-end transmissions require even higher manufacturing accuracy than watches. "Unlike mechanical watches, which are in a stable state most of the time, bicycle transmissions are in high-speed motion for a long time, and the accuracy of parts is very high. The processing accuracy of some parts should reach one tenth or even one percent of the diameter of hair."

For processing enterprises, such accuracy is not difficult to achieve, the difficulty lies in how to balance the relationship between cost and quality. The products provided by big suppliers can meet the accuracy requirements, but they are unwilling to do it because of the small order volume. Small suppliers are willing to do it, but the machining accuracy is unstable.

How to solve the processing problem? Surida chooses to use the products of foreign big brand suppliers, but it has to bear higher prices. Blueprint Technology also adopted the form of outsourcing before, but with the scale expansion, it began to consider cultivating its own suppliers, or even building its own supply chain, but it took longer and more investment.

In addition to patent barriers and processing accuracy, materials are also a problem. A person in charge of a domestic transmission manufacturer told reporters that the transmission requires high hardness and toughness of materials. However, at present, the domestic steel products are brittle with strong rigidity, and the hardness with strong toughness is not enough, so the overall performance can not reach the quality of similar products abroad.

According to experts, the annual demand for steel in the domestic bicycle industry is about 3 million tons, and the consumption of transmission steel is even less. This demand is far from being a big customer for iron and steel enterprises. If we cooperate in the research and development of special steel for transmission, the research and development cost is a problem, and whether the order quantity can meet the mass production standard after research and development is another problem.

Liu Weibing believes that from the R&D point of view, the high-quality development of bicycle industry needs the cooperation of technology, technology and materials. At the same time, this test is how to balance the relationship between short-term interests and long-term strategy.

In the interview, the reporter found that some cyclists pay more attention to parts brands than vehicle brands. For example, the price difference of the same giant vehicle can even be several thousand yuan if different brands of transmissions are used. This is the brand premium.

Qian Heng, the head of Beijing Kangaroo Bicycle Club and a senior cyclist, said, "The foreign high-end transmission is not only of good quality, strong stability, accurate speed change and continuous speed change without trip stop, but also looks like a connotative handicraft. It is very recognized inside and outside the circle. "

"In recent years, domestic transmission companies have made great progress, and some products have gradually established a reputation, but they still need to improve their quality and cultivate consumers’ habits." For Qian Heng, it will take time for high-end domestic transmissions to be widely used by vehicle manufacturers and widely accepted by consumers.

There are many difficulties and great difficulties, but it does not mean that it is difficult for domestic transmission enterprises to have a bright future. "One car is hard to find" brings an excellent window period. Because of the shortage of foreign brand transmissions last year, domestic automakers began to partially use domestic high-end transmissions on mid-to high-end models.

With the help of Dongfeng, domestic transmission enterprises quickly make up the position in output. Blueprint Technology will achieve an average annual operating income of over 100 million yuan in 2020 and close to 200 million yuan in 2021. In 2019, Surida’s annual revenue was only a few million yuan, and it doubled in 2020 and 2021, and its revenue in 2022 exceeded 30 million yuan.

In June, 2022, the Ministry of Industry and Information Technology, the Ministry of Human Resources and Social Security and other five departments jointly issued the Guiding Opinions on Promoting the High-quality Development of Light Industry, officially including bicycle transmissions in key technology research and development projects. The research and manufacture of bicycle transmission will have more new expectations.

  Operation:

Don’t be misled by the wrong market signal.

The shortcomings in research and development have not affected the total output of bicycles. However, the constant switching of enterprise’s operation strategy and the invariability of product strategy bring a lot of disturbance to the transformation and upgrading of the industry.

A few years ago, the bike-sharing agitation disrupted the pace of industry development, delayed the pace of industrial transformation and upgrading, and delayed the problem of "hard to find a car" so far.

How big is the impact of bike-sharing agitation on the industry? "At that time, bike-sharing’s big orders stunned many companies." Zhang Xudong said that as soon as the orders for millions of vehicles came, many enterprises tried their best to expand their production capacity, and Colin went to six new production lines at that time. As an export-oriented enterprise, the company’s production capacity in bike-sharing at that time was once higher than that in export.

The technical director and reporter of Shenzhen Xinlong Health Industry Development Co., Ltd. told another story: At that time, the welder who welded the frame in the factory hurried out as soon as he got off work, and he was still very tired every day. Quietly inquired, I realized that this welder took a job outside, which is to work hard for small enterprises to make bike-sharing.

During the bike-sharing boom from 2016 to 2018, all enterprises, workers and capital were stimulated by the boom and gradually lost their minds. Large and small enterprises have adjusted their original strategic layout and added bike-sharing.

Success is shared, and failure is shared. Many business people believe that the impact of bike-sharing agitation on bicycle enterprises is comprehensive, which not only disrupts the production rhythm of enterprises, but also increases the production cost. Xu Weiyao said that at that time, the demand for aluminum alloy in the domestic bicycle industry was 2 million tons per year, and the order from bike-sharing directly raised the demand to more than 5 million tons. The surge in demand also raised the price of aluminum alloy in disguise. This requires enterprises to "pay the bill".

Bike-sharing agitation is like a mirror, which shows the cruelty of the market and the most real ability of enterprises.

However, it is also bike-sharing, which makes the concept of cycling more deeply rooted in people’s hearts, and also increases the stable source of orders for the industry.

At present, the market structure in bike-sharing is initially determined, and three bike-sharing brands, namely Meituan, Harrow and Qingju, are more rational in product delivery. The annual output of bike-sharing has remained at around 5 million vehicles, which has been greatly reduced compared with the peak of 20 million vehicles in 2017, but it has provided a strong guarantee for the industry to ride out the crisis smoothly.

After the impact of bike-sharing, the industry once again experienced a "roller coaster" market.

In 2020, with the outbreak of COVID-19 epidemic, "cycling fever" spread all over the world. The increase in cycling demand has led to a sharp increase in bicycle production and sales. The national bicycle production has rapidly increased from 65 million in 2019 to 75.275 million in 2020. Among them, the number of bicycles exported in 2020 was 60.297 million, a year-on-year increase of 14.8%. In 2021, the total output reached 76.39 million vehicles, reaching a new high. However, with the relief of the epidemic and the saturation of demand, the output fell rapidly again, and the contradiction gradually exposed.

According to the data of China Bicycle Association, from January to March this year, 8.711 million bicycles were exported, down 33.4% year-on-year; The export value was US$ 828 million, a year-on-year decrease of 21.4%. In fact, since the second half of 2021, the growth rate of bicycle exports has begun to drop significantly.

There are two main reasons for the decline of export market. Wu Jincheng, president of Fujitec Group, told reporters that one is that overseas markets are generally facing high inflationary pressures and consumers’ purchasing power is declining. The other is high inventory. Since the outbreak of the epidemic, overseas dealers have hoarded a large number of bicycles and spare parts in response to the surge in demand and the inconvenience of shipping, resulting in excessive inventory. High inventory and low demand directly lead to a decline in exports.

Faced with the huge overseas market demand in the early stage, many bicycle companies quickly turned their bows, adjusted their strategies and expanded their production capacity. But when external demand drops, it is not so easy to shrink production capacity.

With weak export, will enterprises shift their sales focus to China? As a typical export-oriented industry, how can the bicycle industry adapt to the new development pattern with the domestic big cycle as the main body and the domestic and international double cycles promoting each other?

Guo Wenyu believes that under the new development pattern, bicycle enterprises should strive to explore the domestic market, while consolidating the demand of bike-sharing, constantly meet the demand of consumption upgrading, enhance the added value of products, increase the share of independent brands, and let more China brands return to consumers.

Ai Media Consulting analysts believe that the bike-sharing turmoil and the decline in exports have brought two inspirations to the bicycle industry: First, enterprises should have long-term operating strategies, adhere to stable development and steady operation, and not be biased by wrong market signals; Second, enterprises can not be satisfied with OEM, but should strive to develop their own brands and increase the added value of products, so as to gain a firm foothold in the market.

Small profits but quick turnover are the advantages and strategies of the bicycle industry for many years. However, in the case that the sales volume has not changed much, any trouble in raw materials, labor and freight will have a great impact on the enterprise. In the past two years, bicycle companies have been hit by rising costs.

Zhang Xiaoping, general manager of Guangzhou Trinidad Sales, said that in 2021, foreign trade enterprises, including bicycle enterprises, will face the problem of "one box is hard to find". In the face of difficulties, bicycle companies try to deal with them. In order to save costs, Tianjin Kelin Vehicle Co., Ltd. adopts the mode of transshipment and merger, tries to avoid direct arrival in Hong Kong, and at the same time reduces transportation costs by merging with other goods. Some enterprises with strong bargaining power will also negotiate with customers and ask them to share the pressure of rising freight rates.

As raw materials for bicycle frames, the prices of aluminum alloys and magnesium alloys have increased greatly. According to estimates, when the price of aluminum is at the highest point, the manufacturing cost of a bicycle rises in 20 yuan. For enterprises that focus on low-end models, they can only continue to compress profits and bear the pressure of rising costs. However, for enterprises with a relatively high proportion of mid-to high-end models, the impact of price increases can be digested by increasing the price of products.

In mid-2022, the China Bicycle Association released a report saying that by the end of 2021, the ex-factory price of upstream raw materials had increased by more than 15% year-on-year. In April 2022, the ex-factory price of durable consumer goods, including bicycles and electric bicycles, decreased by 0.1% year-on-year, and enterprises assumed most of the cost pressure, and the profit margin was further compressed.

This year, the price of bicycle raw materials has declined, and the cost of shipping has dropped greatly. However, the bicycle industry is facing new problems: the comprehensive cost continues to rise; Some small and medium-sized enterprises shut down, and the foundation of industrial recovery is not firm; Domestic and international consumer demand is insufficient, and export orders have not fully recovered.

According to this expert, for heavy asset enterprises such as bicycle enterprises, in order to transform and innovate to improve quality, it is necessary to change the operation mode and develop towards high added value such as high-end and branding.

The relevant person in charge of the China Bicycle Association believes that we should look at some problems encountered in the current industry from a macro perspective. The long-term positive trend of China’s economy has not changed, nor has the international competitive advantage and development resilience formed by the industry. Enterprises should maintain strategic strength, continue to tap the potential of the domestic market, expand domestic demand and protect exports, continue to consolidate the recovery trend of operation, and ensure steady and progressive operation throughout the year.

  Input:

Where does the innovative capital come from?

The innovation and development of bicycle industry, whether it is to increase research and development, expand production capacity, adjust product structure or carry out brand promotion, can not be separated from financial assistance. But an embarrassing reality is that there is no money.

Judging from its own situation, the profitability of the domestic bicycle industry is weak and the capital investment is generally insufficient. "The most expensive component of bicycles is the transmission, which can account for 40% of the cost of the whole vehicle, but most of this profit is earned by foreign companies, and domestic companies are more concentrated in low-profit links such as frame and paint." Zhang Xudong said.

Yang Yufeng, general manager of Jinlun Group, believes that the competition in the domestic bicycle industry is fierce, and the profit rate of individual enterprises is even less than 3%. With such a low profit margin, enterprises mainly rely on scale to win.

It has been reported that from the perspective of product positioning, the products of China’s bicycle enterprises are mainly low-end products, with low technical content and low added value, resulting in low profit margin. In recent years, the total profit of China’s bicycle manufacturing industry has steadily increased, but the profit rate level fluctuates.

According to the data of China Bicycle Association, in 2022, the operating income of enterprises above designated size of bicycles and electric bicycles was 210 billion yuan, a year-on-year increase of 3%; Profits exceeded 10 billion yuan, up more than 20% year-on-year. Among them, the profit margin of bicycle industry increased to 5.4%. In the first quarter of 2023, the profit rate of bicycle industry revenue was 3.3%.

Low profit means that there will be no high return, and it is difficult to attract funds.

"Capital is profit-seeking. Low profits are hard to attract the attention of capital. Enterprises can only change their business ideas and produce mid-to high-end models with higher profit margins, and it is possible to increase the profit margin to more than 10%, but the transformation will face great market risks. " Yang Yufeng said.

In fact, the current capital has invested in the bicycle industry, but it is mainly concentrated in two areas: one is competitive sports, and the other is electrification and intelligence.

Zhang Xudong said that capital investment in head enterprises that do well in competitive sports does not value their manufacturing level, but that competitive events can bring huge profits. For example, the capital is interested in the Tour de France team because of its high attention and great influence, which plays an obvious role in driving the brand.

Apart from low profits, capital is not familiar with the bicycle industry. Yang Yufeng said that a lot of capital didn’t go to the market to do research, didn’t understand the sales situation of domestic bicycle enterprises in the market, especially in foreign markets, lacked understanding of products and were not sure about the development prospects of enterprises.

"This also reminds us that to find reasons from ourselves, traditional bicycle companies should frequently interact with capital." Guo Wenyu said that we welcome capital to enter, and hope that more attention and support from social capital can also help the industry to grow and develop. To this end, the China Bicycle Association has taken active actions and organized many activities to connect key enterprises in the industry with venture capital.

Capital is "not cold" to bicycle companies, and another important reason is that companies can’t tell stories. Yang Yufeng said that in order to attract capital to join, it is necessary to tell your own story well and let capital see the future of the enterprise. In contrast, some bicycle companies enthusiastically embrace electrification and intelligence, and put forward many new concepts, which are quite concerned by the market.

Xu Weiyao did not use "telling stories", but replaced it with the word "vision". "An important factor for bicycle companies to attract capital is to have a vision, and the vision should conform to the future industrial development trend. I only know how to expand the scale and increase production. Without a vision, it is difficult to win favor. "

What is a vision? In the lobby of Shenzhen Xinlong Health Industry Development Co., Ltd., from bicycle parts to scooters and ordinary bicycles to wheelchairs, all products are lined up in turn, and the product line covers the whole life cycle of people. "The vision of Xinlong is great health." Xu Weizhen introduced that in 2016, Xinlong changed its company name from Xinlong Industry to Xinlong Health.

Zhang Xiaoping believes that domestic bicycle enterprises are generally small in size, and it is the big enterprises that achieve an output value of several billion yuan. At the same time, the domestic industry structure is relatively fixed, the head enterprises are developing well, and it is difficult for the latter enterprises to catch up, and it is even more difficult to have a chance to break the game. This is also a reason why capital is unwilling to invest.

"Since it was founded in 2013, we have been trying to find a way ‘ Make money ’ 。” Liu Chunsheng said that only money can solve the most critical R&D problems of enterprises. He admits that domestic bicycle companies only have a profit margin of 3% to 7%, which is difficult to support high R&D expenditure. Only venture capital can alleviate this pressure. For Blueprint Technology, it is the joint investment of Shenzhen Venture Capital and Gaoyao Capital that has solved the urgent need.

Xidesheng’s attitude towards capital is relatively calm. Lin Jing said that although the company’s listing plan is progressing, it is still based on safety. At present, Internet companies are expanding rapidly by the east wind of capital, which brings both opportunities and challenges. "The thinking of enterprises that started from the manufacturing industry is different from that of Internet enterprises. It is still necessary to do business one step at a time."

The entry of capital is not just about money. Taking Xinlong Health as an example, Xu Weiyao said that listing not only brings sufficient funds to enterprises, but also helps enterprises to improve corporate governance, consolidate basic management and achieve standardized development. Modern corporate governance structure is more likely to be recognized by overseas customers and also helps to enhance brand image.

In fact, there are many listed companies in the industry. Bicycle companies include Zhonglu, Shanghai Phoenix and Xinlong Health, and electric bicycle companies include Yadea Holdings, Xinri, Emma Technology, No.9 Company and Mavericks Electric. These listed companies not only lead the development of the industry in scale, but also lead the industry in standardization.

Affected by this, some bicycle leading enterprises that have not yet been listed have begun to arrange listing financing.

Wu Jincheng introduced that in June 2022, Fujita launched a listing plan to land in the capital market. According to the previous process, enterprises need to go through the project filing and EIA review of new projects before they can submit the prospectus to the Shanghai Stock Exchange and strive to submit materials this year.

Zhang Xiaoping said that Trinidad has been selected into the list of 100 companies to be listed in Guangzhou, and the listing plan is in progress. Yang Yufeng revealed to reporters that Jinlun Group is also making preparatory work and striving to complete the listing within three years.

  Upgrade:

  Brand building and industrial ecology

There is a view that the bicycle industry is very important, but in comparison, the output value is not very large, the profit is not high, and it is not a big country, and it basically does not involve national security. Some key parts can’t be developed by enterprises, so just spend money to buy them. Even if foreign enterprises don’t sell them, it won’t have much impact. Why do you have to master all the technologies in your own hands?

In this regard, Guo Wenyu answered firmly and decisively. "Bicycle companies do research and development and break through ‘ Get stuck in the neck ’ Technology is to get rid of control, realize self-reliance in science and technology, and improve the industry’s right to speak in the global industrial chain. If you have been wandering in the low end, there is no technological breakthrough. Once the advantage is lost and the industrial chain shifts outward, enterprises will face the test of life and death. As a national industry and a national brand, such a result is unacceptable. "

"There is another important reason. Enterprises carry out scientific and technological innovation and overcome technical difficulties in order to benchmark the advanced, learn from the development experience of foreign enterprises and strengthen themselves. If an enterprise has no goals and pursuits, but just earns immediate money, how can it get rid of the quagmire of low-end competition and how can it maintain its long-term success? " Guo Wenyu said.

The high-quality development of bicycle industry needs to promote technological innovation, but it is difficult to have subversive changes when the bicycle structure has not changed much, and more innovations are subtle.

Xu Weiyao said: "In the eyes of outsiders, bicycle research and development is only a change of some angles and parameters, and there is no new creation, but it is these nuances that are the essence of the industry. Bicycle companies can only build a good car if they know more about it. "

Xu Weiyao gave an example: "Chip manufacturing is very difficult, but it is more difficult to control the defective rate. Controlling the non-performing rate controls the cost and consolidates the advantages. Similarly, for bicycle companies, process control and quality management are sometimes more important than technological innovation. "

The main product of Ningbo Henglong Vehicle Industry Co., Ltd. is a small front bowl on a bicycle, with an annual output of nearly 50 million sets. On such a large scale, the product size error is only about 0.03 mm. Hu Ruke, the person in charge of the company, believes that the key to achieving good consistency and stability lies in process control.

Wang Chaoyang, president of Shanghai Phoenix Bicycle Co., Ltd. said that in the process of breaking through to the high end, the industry needs to calm down, abandon low-price competition, strengthen support and mutual assistance within the industry, do a good job in research and development of important parts, and further improve the high-quality development level of the bicycle industry.

Facing the trend of intelligentization and electrification, the White Paper on Intelligent Development of Bicycles and Electric Bicycles in China (2022 Edition) points out that the industry is characterized by the backward shift of the industrial value chain, the increase of the total amount, the gradual acceleration of the application of information technology, the steady progress of intelligent production upgrading and the gradual obvious trend of platform management, and the continuous intelligent upgrading has become an inevitable road for the transformation of vehicle enterprises.

According to industry experts, at present, the intelligent development of bicycle enterprises mainly has two aspects, on the one hand, hardware intelligence and software intelligence. Bicycle companies have joined the Internet of Things application through technical cooperation with companies such as Ali and Huawei, providing more choices for cyclists.

On the other hand, it is the construction of intelligent platform. In the investigation, the reporter found that the automation rate of domestic bicycle enterprises is not very high as a whole. Intelligent manufacturing is more used in welding, painting, stamping and other links. For the sake of production cost, small batch and multi-variety processes are mainly manual.

How can bicycle enterprises develop with high quality? The common answer is: technological innovation, transformation and upgrading. There is another point that cannot be ignored: building a brand.

Zhang Xudong believes that efforts should be made to cultivate private brands, and brand promotion and operation should be done well on the basis of consolidating product quality and after-sales service. Although some vehicle companies have their own brands, they have not been carefully managed and planned.

Yang Yufeng also agrees with the role of brands. He stressed: "Brand promotion needs a process, including the cultivation of consumers’ habits, the improvement of sales promotion channels and the promotion through professional competitions, and more time and money should be spent on marketing."

It is a common practice for well-known bicycle companies to participate in competitive competitions and improve brand awareness. For example, both Giant and Merida have a place in the Tour de France, and both have their own named teams, commonly known as "factory teams". Since they are factory teams, they ride their own brand cars, and their exposure is self-evident.

In order to promote the brand, Xidesheng set up its own intercontinental motorcade many years ago, and used the experience of Giant and Merida for reference to promote its own brand by sending players to participate in various professional competitions. By sponsoring the motorcade, Trinidad has also made its own brand logo on the stage of international competitions frequently.

In addition to participating in competitive competitions, vigorously laying out domestic and foreign sales networks is also an important measure to enhance brand awareness. Lin Jing introduced that at present, Xidesheng has more than 2,000 specialty stores in China, but less than 20 abroad. The next step of brand layout is to increase efforts to "go global".

Zhang Xiaoping said that at present, Trinidad has nearly 2,000 sales points in China, and it is going to build the sales points into exclusive stores to enhance its brand image and professionalism. At the same time, it will invest 5 million to 8 million yuan every year to establish image stores in first-tier cities.

Bicycle enterprises, including Blueprint Technology, Xidesheng, Trinidad and other enterprises, not only vigorously promote offline, but also increase their promotion efforts on online platforms where young people gather, such as bilibili, Xiaohongshu and Aauto Quicker.

As a permanent national brand, it has gone further on the road of promotion. At the 31st China International Bicycle Exhibition, the booth of Permanent Brand was crowded, and several young people on the stage were playing cosplay. Yan Yiming, Chairman of Shanghai Permanent Bicycle Co., Ltd., introduced that since 2016, he has been cooperating with the glory of the king, Peace Elite and other e-sports across the border to increase the promotion of young people. "Let everyone see that old brands can also be very fashionable."

The high-quality development of industry needs a good ecology. Since 2010, China electric bicycle and parts industrial base, China famous bicycle town, China bicycle parts and children’s bicycle industrial base, China electric bicycle industrial base, China bicycle parts and children’s bicycle capital, and China electric vehicle industrial base have been established one after another.

After more than 10 years of key support and supporting construction, the bicycle industry has not only formed a three-legged industrial pattern, but also cultivated four regions with vehicle characteristics and four regions with parts characteristics, covering five provinces and cities in the seven major producing areas of the industry, half of which are national.

Liu Jun, director of the Bicycle and Electric Vehicle Industry Center of the Industry Promotion Department of Tianjin Ziya Economic and Technological Development Zone High-tech Industrial Park Development Co., Ltd., said that the growth of the industrial chain is like planting crops, which needs fertile soil, sunshine and rain, and also needs to be cultivated. Our goal is to create a good ecological environment in which bicycle enterprises can go up and up again.

Yang Yufeng always remembers that when he was a child, his father used to ride a bicycle and travel with his family, which attracted the envy of others. Today, he still likes cycling, and he likes the fitness experience and carefree mood brought by cycling.

The change of a bicycle’s function and function is the epitome of economic development and social progress, and it is also the purpose of traditional manufacturing industry to constantly adapt to market changes and meet consumer demand.

A bicycle industry, one end of which is connected with the practice of manufacturing a powerful country, and the other end is connected with the people’s yearning for a better life. It is also a supporting industry for regional economic development and an advantageous industry for exporting foreign exchange, and it is a veritable industry for enriching the people and people’s livelihood. In today’s high-quality development, the bicycle industry will climb over more gullies and head for a better future.

Report: 13% to 19% of rural labor force employment has been achieved by new agricultural management entities.

For a long time, the supply of rural public goods has been seriously insufficient. On the one hand, it will restrict the development of new agricultural business entities, on the other hand, it will also stimulate the supply of public goods by new agricultural business entities. Due to the externalities of public goods, the supply of new public goods plays an important and positive role in promoting agricultural production and improving rural social welfare.

The "public goods" in the report of the development index survey of new agricultural business entities (Phase II) covers the construction of agricultural productive infrastructure, rural living infrastructure, rural poverty alleviation, rural education, health and culture.

The survey found that the current new-type agricultural business entities did play a certain role in the supply of public goods, and they were an important social force in the supply of rural public goods. There are great differences in the supply of public goods among the three types of new agricultural management entities. The leading enterprises in agricultural industrialization have the greatest supply of public goods, followed by farmers’ professional cooperatives and family farms.

The supply of rural public goods is relatively strong.

According to the survey report, among the new agricultural business entities surveyed in 2015, 897 provided public goods to rural areas, accounting for 35.32% of the valid samples. It can be seen that the proportion of new agricultural business entities supplying public goods is still considerable. At the same time, the supply of public goods for new agricultural management entities is also relatively large. According to the survey, in 2015, the average amount of each new agricultural business entity used for the supply of rural public goods was 202,500 yuan, accounting for 2.54% of its sales revenue. Compared with the government’s expenditure on rural public utilities, the supply of public goods by new agricultural management entities is also quite large. According to the amount of new agricultural business entities used for the supply of rural public goods, it can be calculated that the total amount of new agricultural business entities used for the supply of rural public goods in 2015 was 234.4 billion yuan. In 2015, the total financial expenditure on rural public utilities in China was 1,348.91 billion yuan, and the amount of new agricultural business entities used for the supply of public goods accounted for 17.38% of the government’s financial expenditure on rural public utilities. It can be seen that the new agricultural business entities have played a very important role in the supply of rural public goods in China.

Among the three types of new agricultural business entities, the probability of providing rural public goods is in descending order: agricultural industrialization leading enterprises, farmers’ professional cooperatives and family farms. Among the leading enterprises in agricultural industrialization surveyed, 210 provide public goods to local rural areas, accounting for 70.00% of the valid samples; Among the farmers’ professional cooperatives surveyed, 410 have provided public goods to local rural areas, accounting for 40.63% of the valid samples; Among the family farms surveyed, 285 provided public goods to the local countryside, accounting for 22.75% of the valid samples. As far as the degree of supply is concerned, the degree of supply of public goods by leading enterprises in agricultural industrialization is also much higher than that of family farms. In 2015, the average amount of public goods provided by leading enterprises in agricultural industrialization was about 478,000 yuan, and the average amount of public goods provided by family farms was about 0.53 million yuan. It can be seen that the average amount of public goods paid by leading enterprises in agricultural industrialization was close to 90 times that paid by family farms. Further analysis shows that this difference is closely related to the geographical location, human capital level and business scale of the new agricultural management entities. The higher the level of human capital and the larger the scale of operation, the greater the probability that the new agricultural business entities located in the western region will supply public goods.

Vertically, the supply of rural public goods, the main body of new agricultural management, is increasing year by year. Taking family farms as an example, in 2015, the average amount of family farms used to supply rural public goods was 5300 yuan, but in 2016 it increased to 12600 yuan, an increase of 137.74%.

Achieve 13% to 19% rural labor employment.

In 2015, among the new agricultural business entities surveyed, 1,705 provided employment opportunities, accounting for 78% of the valid samples. In addition, each new agricultural business entity employed 37.11 people on average. According to this calculation, the new agricultural management entities have provided 84,963,800 jobs for rural residents. According to China Statistical Yearbook 2015, in 2014, the rural resident population in China was 618.66 million, of which the working population was 454.0964 million. This means that the new agricultural business entities can promote the employment transfer of 19% rural labor force. Excluding temporary jobs, the number of jobs provided by each new agricultural business entity is 25.66, and the total number of jobs provided by new agricultural business entities in China is about 58.76 million, accounting for 13% of the rural labor force.

As far as the number of employment opportunities provided is concerned, family farms mainly provide temporary employment, and the total number of jobs they provide is higher than that of leading enterprises in agricultural industrialization, but the number of long-term jobs is far lower than that of leading enterprises in agricultural industrialization. In addition, the employment opportunities provided by leading enterprises in agricultural industrialization are not only large in quantity but also good in quality. Most leading enterprises in agricultural industrialization have purchased medical insurance and endowment insurance for the rural labor force they employ. Among the leading agricultural industrialization enterprises surveyed, 216 purchased medical insurance and endowment insurance for the rural labor force they employed in 2015, accounting for 75.26% of the valid samples; The average amount of medical insurance and endowment insurance paid by each leading agricultural industrialization enterprise for the rural labor force it employs is about 379,400 yuan.

Generally speaking, the employment-driven ability of new agricultural business entities is closely related to the level of informationization, geographical location, human capital level and business scale. The new agricultural business entities with higher level of informatization, located in the eastern region, higher level of human capital and larger scale of operation are more likely to provide jobs for rural labor.

More than half of the standardized production is implemented.

At present, China’s agricultural products market is threatened by frequent food safety accidents, backward production, management and sales standards of agricultural products and weakened international competitiveness of agricultural products. Promoting agricultural standardization is helpful to ensure the quality and consumption safety of agricultural products, promote the transformation of agricultural scientific and technological achievements and promote industrial management, and is also an important means to raise the standard threshold of China, enhance the international competitiveness of agricultural products and regulate the import and export of agricultural products. As one of the carriers and ways of modern agricultural development in China, new agricultural management entities play an important role in the implementation and promotion of agricultural standardization strategy.

In 2015, among the new agricultural business entities surveyed, there were 1450 new agricultural business entities that implemented standardized production, accounting for 57% of the valid samples. That is to say, at this stage, most new agricultural business entities have implemented standardized production. As far as a single subject is concerned, the scale of standardized production is also considerable. Take planting or forest family farms as an example. In 2015, the average standardized production scale of each family farm was 172 mu, accounting for 60% of the business scale of its main products. From this, it can be considered that the new agricultural management subject is the key force to improve the quality of agricultural products and is of great significance to effectively promote the reform of agricultural supply-side structure.

However, at present, the level of production standards implemented by new agricultural business entities is not very high, mainly based on industry standards and local standards. Take farmers’ professional cooperatives as an example. Among farmers’ professional cooperatives that have implemented standardized production, most of the standards implemented are industry standards and local standards, and the proportion of national standards is relatively small. Take farmers’ professional cooperatives as an example. Among the farmers’ professional cooperatives surveyed, the proportion of implementing industry standards and local standards is 34.24% and 33.88% respectively, which is about 10 percentage points higher than that of implementing national standards. In addition, some farmers’ professional cooperatives implement enterprise standards and their own standards, accounting for 15% and 24% respectively.

The investigation found that the specific measures for farmers’ professional cooperatives to implement standardized production mainly include improving the product standard system, publicizing and training standardized production, standardizing the use of agricultural products inputs, detecting the quality and safety of agricultural products, and establishing agricultural products production records; The specific measures for leading enterprises in agricultural industrialization to implement production standardization mainly include building high-standard raw material bases, strengthening inspection and quarantine, and actively participating in quality control system certification.

  Cultivate new agricultural formats

Promoting the integration of rural industries and realizing the mutual penetration and coordinated development of primary, secondary and tertiary industries is an important way to accelerate the transformation of agricultural development mode and promote agricultural modernization. Compared with traditional farmers, the new agricultural business entities are more closely linked with the prenatal and postnatal links, so they may play a more important role in promoting the integration of the primary, secondary and tertiary industries.

For family farms, this report regards the comprehensive management of primary, secondary and tertiary industries as the integration of tertiary industries; For farmers’ professional cooperatives, this report regards the integration of supply and production, production and marketing, production and supply and marketing as the integration of three industries; For leading enterprises, this report regards "enterprise+farmer", "enterprise+base+farmer" and "enterprise+enterprise+farmer" as the integration of three industries.

In 2015, among the new agricultural business entities surveyed, there were 1285 companies that implemented the integration of three industries, accounting for 49% of the valid samples.

Among them, the integration of production and marketing is the main way for farmers’ professional cooperatives to integrate the three industries. The survey shows that 47% of farmers’ professional cooperatives have integrated production and marketing, which is 5 percentage points higher than that of those who have integrated production, supply and marketing, and 37 percentage points higher than that of those who have integrated supply and marketing. The main way for leading enterprises in agricultural industrialization to integrate the three industries is "enterprise+base+farmers". The survey found that 59% of the leading enterprises in agricultural industrialization implemented the mode of "integration of three industries", which was 35 percentage points higher than that of "enterprise+farmer" and 47 percentage points higher than that of "enterprise+enterprise+farmer".

In the process of promoting the integration of the three industries, many new agricultural formats have been derived from the new agricultural business entities. Taking farmers’ professional cooperatives as an example, among the farmers’ professional cooperatives surveyed, 558 have developed new agricultural formats, accounting for 56% of the effective samples. Therefore, at present, half of farmers’ professional cooperatives are engaged in new agricultural operations. Among farmers’ professional cooperatives engaged in new business operations, ecological agriculture accounts for the highest proportion, accounting for 52%; Followed by circular agriculture, accounting for 24%; The third is seed agriculture, accounting for 23%; Leisure agriculture again, accounting for 21%; Finally, exhibition agriculture, accounting for 8%.

According to the survey results, the median income of leading enterprises in agricultural industrialization, farmers’ professional cooperatives and family farms in 2015 was 3 million yuan, 600,000 yuan and 180,000 yuan respectively. It is further estimated that the agricultural output value created by new agricultural operators in 2015 was about 686.82 billion yuan, while the agricultural output value in China in 2015 was 107057 billion yuan, so the agricultural output value created by new agricultural operators in 2015 has accounted for 6.41% of the national agricultural output value. On the whole, the development level of new agricultural management entities in China is not very high, and there is much room for improvement. But vertically, the income of agricultural-related business of new agricultural management entities has an upward trend. Taking family farms as an example, the median operating income of agricultural-related businesses was 150,000 yuan in 2014, and it increased to 180,000 yuan in 2015, an increase of 20%. The Department of Agriculture and Rural Affairs of Hebei Province responded to the problem of inferior pet food in Nanhe District of Xingtai City: the enterprises involved have been sampled and sealed

Beijing Broadcasting Network March 16 th news (Voice of China reporter Jiang Xiaochen Tan Wei) According to the report of China Voice "News Horizon" of the Central Radio and Television General Station, Voice of China reported exclusively on the 15 th.Nanhe District, Xingtai City, Hebei Province, as the largest pet food production base in China, a large number of inferior pet food flows to the market every day. Some practitioners bluntly said: "It is the hidden rule of this industry to make the most expensive food with the worst things." (Previously reported: "Investigation on the chaos in the pet food market: the ingredient list is written at will, and the stone powder and feather powder are mixed at will … Why is the hometown of pet food full of inferior food? 》)

The Department of Agriculture and Rural Affairs of Hebei Province responded to the Voice of China. At present, the enterprises involved have been sealed up and samples have been taken. The samples are being tested and will be resolutely rectified. How to standardize the development of pet food market and improve the quality and safety level of pet food?

After the sampling samples are packaged, they are affixed with seals (photo by Jiang Xiaochen, reporter of Voice of China at the reception desk)

The seal posted by the Agriculture and Rural Bureau of Nanhe District of Xingtai City at the entrance of the factory building of the enterprise involved (photo by Jiang Xiaochen, reporter of Voice of China at the reception desk)

In the past few days, the reporter visited Jiasong Town, Nanhe District, Xingtai City, Hebei Province. There are dozens of pet food manufacturers, large and small, on both sides of an east-west main road. Many manufacturers have put up signs to process dog food and cat food.

In a factory building in han cun Industrial Park, Jiasong Town, workers are bagging dog food just off the production line. Mr. Xie, the person in charge of the enterprise, said that they can customize dog food and cat food according to customer needs, and the ex-factory price is 4000 yuan per ton. However, Mr. Xie bluntly said that 4,000 yuan a ton of dog food could not meet the national standard, and the numbers on the packaging were all beautiful and how to write them.

Mr. Xie said: "This is just a gimmick, so don’t look at it. The standard of crude protein should not be too low. The national standard of dog food can reach 18%, and reaching 30% is definitely enough. "

The reporter visited another processing company called Aidi Pet, which can produce 100 tons of pet food every day. Mr. Wang, the person in charge, said that Workshop 2 is a low-priced grain production line of the enterprise, and most of them are "quantity-taking" models. The situation of low-priced grain is very different, and product quality control is difficult to guarantee. Once the pet is uncomfortable or even dies after eating, the manufacturer is not responsible.

Mr. Wang said: "Low-end grain is not easy to make, and each batch of raw materials is very different. For example, made of corn, this batch of broken corn is not good, and aflatoxin is a bit excessive. If you feel ok, these things dare to say yes, and no one dares to protect them. "

After the report was broadcast, the Agriculture and Rural Affairs Department of Hebei Province, the Agriculture and Rural Affairs Bureau of Xingtai City and the Nanhe District Market Supervision Administration jointly sealed up the enterprises involved and sampled the samples.

Zhang Junliang, executive deputy head of Nanhe District, Xingtai City, said: "After the problems occurred, we attached great importance to them. Experts sent by the province and the city are now in Nanhe District. For several enterprises exposed by the media, we will quickly arrange forces to seal up and sample the samples of the enterprises to ensure the foundation for the next investigation. After the results of the investigation come out, they will be handled according to the law. "

Nanhe District of Xingtai City is the largest pet food production base in China. The annual production and sales volume of pet food exceeds 1.3 million tons, accounting for 60% of the national pet food market share. Zhang Junliang said that all-round investigation and rectification will be carried out, and the crackdown on problems will be intensified.

Zhang Junliang said: "The next step is to establish a long-term supervision mechanism to conduct a comprehensive investigation on whether other enterprises in the whole region have problems. For example, the quality of pet food should be exposed regularly, the frequency of supervision and inspection should be strengthened, and the crackdown on problems should be intensified. If there is a problem in the supervision process of the administrative law enforcement department, it should be handled by the Commission for Discipline Inspection and Supervision according to law. "

At the law enforcement site, the reporter saw that law enforcement officers sampled raw materials in batches, and each sample was sub-packed in three small bags.

Kong Weidian, a member of the Law Enforcement Brigade of the Agriculture and Rural Bureau of Nanhe District, Xingtai City, said: "All the three feed enterprises involved have been inspected, and the raw materials and finished products have been sampled. There are 6 batches of finished products and 10 batches of raw materials. This montmorillonite powder is one of the feed raw materials. We kept the manufacturer’s certificate and label, sealed the raw materials of the feed factories involved at the first time, and locked their suppliers. In view of the illegal addition of raw materials that do not meet the requirements of feed production, it will definitely increase the frequency of supervision and enhance supervision. "

In Xingtai Chaoxi Pet Food Co., Ltd., according to the preliminary understanding of relevant departments, this enterprise is unlicensed and does not have production qualification. However, in the previous interview, the person in charge of the company told the reporter that their factory has been doing OEM production of branded pet food since it was put into production at the beginning of this year. At present, the relevant departments have banned the enterprise according to law.

Bian Zhongsheng, director of the Livestock Slaughter and Veterinary Drug Feed Management Office of the Department of Agriculture and Rural Affairs of Hebei Province, said that the raw material sampling samples of several involved enterprises would be sent to Shijiazhuang for testing overnight.

Bian Zhongsheng said: "We mainly check three indicators, the first is toxin, the second is protein, and the third is ash. We collected raw materials and finished products, asked law enforcement officers to send samples to Shijiazhuang, and began to check overnight. From the technical point of view, the detection means or detection accuracy in the province is higher than that in the city and county. "

After all the samples are packaged, they are transported to Shijiazhuang for inspection (photo by Jiang Xiaochen, reporter of Voice of China at the reception desk)

After the chaos in the pet food industry was exposed, the Agriculture and Rural Affairs Department of Hebei Province held a video dispatching meeting of pet food work in the province at 7 pm on the 15th. Bian Zhongsheng said that in the next step, Hebei Province will carry out special rectification of pet feed throughout the province.

Bian Zhongsheng said: "The whole province has checked all pet feeds. Nanhe District and Xingtai City are organized by provinces and cities. After the self-inspection in other cities, the province conducts spot checks according to certain rules. It involves more than 80 enterprises, and the enterprises engaged in Nanhe District account for 70% or 80% in the whole province, and also occupy a large position in the whole country. We will upgrade the file through special rectification and start our pet feed brand in Nanhe District. "

Personal payment accounts are divided into three types of management.

On December 28th, the central bank promulgated the Administrative Measures for Online Payment Services of Non-bank Payment Institutions, which divided personal online payment accounts into three categories based on the idea that small payment is more convenient and large payment is more secure, and the transaction limit of each category using the balance of payment accounts is different. Class I accounts are mainly suitable for customers to make small and temporary payments. In order to give consideration to convenience and security, the transaction limit of Class I accounts is relatively low, but payment institutions can upgrade Class I accounts to Class II or III accounts by strengthening customer identity verification, so as to increase the transaction limit.

On December 28th, the People’s Bank of China promulgated the Administrative Measures for Online Payment Services of Non-bank Payment Institutions, which came into effect on July 1st, 2016. The relevant person in charge of the central bank answered the reporter’s question.

Small payment emphasizes convenience, while large payment emphasizes safety.

Q: What are the regulatory ideas and main regulatory measures of the measures introduced this time?

A: The People’s Bank of China has established the regulatory thinking of adhering to the real-name registration system of payment accounts, balancing the safety and efficiency of payment business, protecting consumers’ rights and interests and promoting payment innovation. The main measures include:

The first is to clearly define the positioning of payment institutions. Adhere to the principle of small convenience and service for e-commerce, and effectively isolate cross-market risks. Second, insist on paying the account real-name registration system. This is also the basis of anti-money laundering, anti-terrorist financing and curbing illegal and criminal activities. In view of the characteristics of online payment without face-to-face account opening, the regulatory requirements for payment institutions to identify customer identity information through external multi-channel cross-verification are strengthened. The third is to give consideration to payment security and efficiency. Based on the management idea that small payment is more convenient and large payment is more secure, according to the different security levels of transaction verification, the transaction limit for using the balance of payment account is arranged accordingly, so as to guide payment institutions to adopt security verification means to ensure the safety of customers’ funds. The fourth is to highlight the protection of the legitimate rights and interests of individual consumers. Guide payment institutions to establish a sound risk control mechanism, improve customer rights protection mechanisms such as customer loss compensation and error dispute handling, and effectively reduce the risk of online payment services.

The fifth is to implement classified supervision to promote innovation. Implement differentiated management of payment institutions and their related businesses, and guide and promote payment institutions to carry out technological innovation, process innovation and service innovation on the premise of meeting basic conditions and substantive compliance.

Payment accounts are obviously different from bank accounts.

Q: What is the difference between the payment account mentioned in the Administrative Measures and the bank account?

A: The payment account was originally opened by the payment institution to facilitate customers’ online payment and solve the low trust between buyers and sellers in e-commerce transactions, which is obviously different from the bank account.

First, the subjects providing account services are different. Payment accounts are opened by payment institutions for customers, which are mainly used for payment settlement of e-commerce transactions. Bank accounts are opened by banking financial institutions for customers, and the account funds are used not only for payment and settlement, but also for the purpose of maintaining and increasing value.

Second, the nature and guarantee mechanism of account fund balance are different. The balance of the payment account is similar to the balance in the prepaid card, which is deposited in the bank by the payment institution in its own name and actually controlled by the payment institution. This balance is not protected by the deposit insurance regulations. Once the payment institution has operational risk or credit risk, it may cause customers to suffer property losses.

Personal payment accounts are divided into three categories.

Q: How to manage personal online payment accounts?

A: The classification of payment accounts, taking into account the safety and efficiency of payment, can meet the diversified needs of different customers and show respect for customers’ right to choose.

Methods Individual payment accounts are divided into three categories. Among them, Class I accounts only need an external channel to verify the customer’s identity information (for example, online verification of resident identity card information), and the account balance can be used for consumption and transfer, which is mainly suitable for small and temporary payment of customers, and the identity verification is simple and fast. In order to give consideration to convenience and security, the transaction limit of Class I accounts is relatively low (the balance payment limit is the accumulated 1000 yuan since the account was opened), but payment institutions can upgrade Class I accounts to Class II or III accounts by strengthening customer identity verification, so as to increase the transaction limit.

Class II and III accounts have relatively high real-name verification intensity, which can prevent the problems of pseudonyms and anonymous payment accounts to a certain extent, and prevent criminals from opening payment accounts and committing crimes by using other people’s identities, so they have high transaction limits (the balance payment limit is 100,000 yuan and 200,000 yuan annually). In view of the high risk level of investment and wealth management business, the measures stipulate that only Class III accounts with the highest real-name verification intensity can use the balance to purchase financial products such as investment and wealth management to ensure the safety of customers’ funds.

Customers are not subject to the limit for fast payment of bank cards.

Q: Will the transaction limit of payment account affect the convenience?

A: Online payment should always adhere to the purpose of providing small, fast and convenient micro-payment services for the society. The annual cumulative limit of Class II and Class III personal payment accounts is 100,000 yuan and 200,000 yuan, which can meet the needs of most customers to use the "balance" of payment accounts for payment. For a very small number of consumers, or the occasional large payment by consumers, it can be completed through the combination of payment account balance payment, bank card fast payment, bank gateway payment and so on. Considering that the strength of customer identity verification in the opening process of Class I personal payment account is weak, a lower limit is set for its "balance" payment transaction.

At the same time, in order to guide payment institutions to improve the security of transaction verification methods, the measures stipulate that for the "balance" payment transactions of payment accounts with high security level of transaction verification, payment institutions can independently agree with customers on a single-day cumulative limit; However, for the "balance" payment transaction of the payment account with insufficient security level, the method stipulates the one-day cumulative limit. The limit of accumulating 1000 yuan and 5,000 yuan per day can effectively meet the needs of most customers to use the "balance" of their payment accounts for payment. In addition, the single-day payment limit of payment institutions with higher comprehensive rating and better implementation in real-name registration system can be increased to twice the existing limit at most.

It should be emphasized that the annual cumulative limit of 100,000 yuan and 200,000 yuan, as well as the single-day cumulative limit of 5,000 yuan in 1000 yuan, are only for individual payment account "balance" payment transactions. Customers make bank gateway payment and bank card express payment through payment institutions, and the annual cumulative limit and one-day cumulative limit are independently agreed by payment institutions, banks and customers according to relevant regulations, and are not subject to the above limits. First of all, let’s look at the entry-level version, priced at 127,900, equipped with a 1.2T engine, matched with a manual gearbox, with a maximum horsepower of 116 horses and an acceleration of 11.6 seconds per 100 kilometers. In terms of configuration, it is equipped with front McPherson rear multi-link four-wheel independent suspension, 6 airbags, aluminum alloy wheels, mobile phone interconnection, one-button window lifting, 8-inch display and so on. Although compared with the previous Volkswagen low-profile models, the configuration has been improved, but the fabric seats, manual air conditioners and other configurations still seem a bit shabby. It may be a good choice for consumers who pursue driving pleasure and have limited budget, but the convenience of manual transmission for consumers who are mainly comfortable in daily driving is greatly reduced.

Next is the 139,900 automatic transmission leap version, also equipped with a 1.2T engine, matching the 7-speed dry dual-clutch gearbox. Compared with the entry-level version, the main upgrade is the gearbox, from manual to automatic, and the driving mode switch is added, and other configurations are almost unchanged. If you spend more than 10 thousand yuan, you can enjoy the convenience of automatic transmission, which is worthwhile for most consumers.

The 148,900-yuan version is also the power combination of 1.2T engine and dual-clutch gearbox, but its configuration has been significantly improved, including lane departure warning, active braking, front collision warning, front camera, 8 ultrasonic radars, 1 millimeter-wave radar, L2-class automatic driving, keyless start, keyless entry, induction wiper, 12-inch central control screen, language recognition, automatic air conditioning and rear row. Compared with the leap version, the price is only 9000 yuan more expensive, but the configuration is greatly improved, and the cost performance is very outstanding. It can be said that it is the most recommended version among 1.2T models.

The fourth model is 149,900 300TSI leap version. The biggest change lies in the power system. It is equipped with a 1.5T engine+dual clutch gearbox, with a maximum horsepower of 150 horses and an acceleration of 8.8 seconds per 100 kilometers, which greatly improves the power performance. As an entry-level version of 1.5T, the configuration is relatively low, only with more driving mode switching than the minimum configuration. The seat is still made of fabric, and other comfort configurations are also lacking.

The fifth model, priced at 158,900 yuan, is also a 1.5T engine. The configuration has been slightly improved, and lane departure warning, active safety system, front camera, voice recognition, etc. have been added, but the increase is not large. It seems that the extra 10,000 yuan is not worth it.

Finally, the top version, priced at 172,900, has everything, including the main driver’s knee airbag, three millimeter-wave radars, L2 automatic driving assistance, full-speed adaptive cruise, induction trunk, adaptive far and near light, steering wheel heating, full LCD instrument and so on. It is undoubtedly the best choice for consumers who pursue the ultimate configuration and comfort.

Although the total 2025 sagitar is called a new model, the upgrade range is not large. Combined with the current market conditions and terminal concessions, if the budget is around 100,000 yuan, it is recommended to choose the top version of 1.2T, which is fully equipped and has enough homes. If the budget is around 130,000, it is recommended to go directly to the top, with better power and configuration. Other versions are relatively low in cost performance. Which version to choose in the end still depends on the actual needs and budget of the individual.

Choosing a car is a big deal for many families. It is really a headache to consider both the budget and practicality, comfort and face. Recently, the brand-new 2025 sagitar went on the market, which attracted a lot of attention. The official guide price is 127,900-172,900, which seems to be a lot of choices, but in fact, how to choose the right version has become a problem that puzzles many consumers. Today, let’s discuss in depth, which one is really suitable for you in 2025 sagitar?

We need to make it clear that the upgrade of the new sagitar mainly focuses on the configuration, and the appearance and interior have not changed much. This means that if you are satisfied with the design of the old sagitar, then the new model is still worth considering. But if you are looking forward to a new look or interior, you may be a little disappointed.

Power system is an important consideration in selection. Although the power performance of the 1.2T engine is quite satisfactory, its fuel economy is better, and it is suitable for daily urban transportation. The 1.5T engine is more powerful and suitable for consumers who have certain requirements on driving performance. More power also means higher fuel consumption, so you need to make a trade-off between the two.

Let’s talk about configuration. The lowest manual transmission model is indeed relatively simple in configuration, and the fabric seats and manual air conditioners are somewhat outdated. Although the price is cheap, the lack of comfort configuration may affect the daily driving experience. The automatic transmission leap version only upgrades the gearbox to automatic transmission, but it is very obvious to improve the convenience of daily driving and is worth considering.

What is really worth recommending is the surpassing version of 1.2T. It has been significantly improved in terms of safety configuration, comfort configuration and technology configuration, such as L2 automatic driving, 12-inch central control panel, automatic air conditioning, etc., and its cost performance is very high. If you have a limited budget and want to have a richer configuration, then this model is definitely the best choice.

As for the two versions of 1.5T, the configuration of the leap version is low, while the price of the excellent version is high, and the cost performance is not as good as that of the surpassing version of 1.2t.. Unless you have higher requirements for power, the 1.2T model can fully meet daily use.

If you have a sufficient budget and pursue the ultimate configuration and comfort, then the top version is naturally the best choice. Full LCD instrument, steering wheel heating, induction trunk and other configurations can bring a more advanced car experience.

In addition to the above, we also need to consider some other factors, such as personal driving habits, car scenes and so on. If you often stop and go in the city, then a 1.2T engine is enough. But if you often run at high speed or need a stronger power reserve, then a 1.5T engine is a better choice.

You also need to pay attention to the cost of later maintenance and repair. Although the after-sales service network of Volkswagen brand is relatively perfect, the maintenance cost of different versions of vehicles may also be different. It is recommended to know the relevant information before buying a car, so as to be aware of it.

What I want to say is that buying a car is a very personalized thing, there is no absolute good or bad, only suitable and unsuitable. When choosing, you must make rational analysis according to your actual needs and budget, and finally choose the one that suits you best.

After reading this article, do you have a clearer understanding of the various versions of the 2025 sagitar? Which one would you choose? Welcome to leave a message in the comment area and share your views and opinions!

Buying a car is like finding a partner. Suitability is the most important thing. As for the arrival of the sagitar 2025 model, it undoubtedly brings more choices to consumers, but it also makes many people fall into a tangle: which version is best for them? Don’t worry, today, we will come to understand the cow, analyze each version of the 2025 sagitar one by one, and help you find your "Mr. Right"!

Let’s talk about the price that everyone is most concerned about. The guiding price of 127,900 to 172,900 covers the budget range of a considerable number of consumers. But don’t forget, this is only a guide price, and the actual transaction price often has a discount. Therefore, before making a decision, you might as well run several more 4S stores and shop around to get the best price.

Next, let’s talk about motivation. 1.2T and 1.5T, two power options, each with its own advantages. 1.2T engine, with smooth power output and good fuel economy, is suitable for urban transportation. The 1.5T engine has stronger power and faster acceleration, which is suitable for friends who pursue driving pleasure. However, this does not mean that 1.2T is weak, and its power is completely sufficient for daily driving, and it can also save a lot of gas money.

In terms of configuration, the versions of the 2025 sagitar are quite different. The configuration of the lowest manual transmission model is really shabby, and the fabric seats and manual air conditioners are somewhat outdated. But then again, a penny for a penny, this version of the price is also the lowest, suitable for friends with very limited budgets.

The automatic transmission leap version adds automatic gearbox and driving mode switching on the basis of manual transmission, and the price is more than 10 thousand. If you have certain requirements for driving comfort, then the money is worth it. After all, the convenience of automatic transmission is irreplaceable on congested urban roads.

1.2T Beyond Edition can be said to be the most cost-effective version. On the basis of the leap version, it adds a series of practical configurations such as L2 automatic driving, 12-inch central control panel and automatic air conditioning, and the price is only a few thousand yuan more expensive. If you are looking for a higher configuration, but your budget is limited, then this version is definitely your best choice.

1.5T leap version, although the power is upgraded, but the configuration is similar to the entry version of 1.2T, and the cost performance is not high. Unless you are obsessed with motivation, it is not recommended to choose this version.

1.5T Premium Edition, the configuration has been improved, but the price is also higher. If you are looking for richer configuration and stronger power, and your budget is sufficient, then you can consider this version.

Finally, the top version, full configuration, all kinds of high-tech configuration. The price is also the highest. If you are not short of money and pursue the ultimate car experience, then the top version will never let you down.

In addition to the above, we need to consider some other factors, such as your car scene, family members and so on. If you often drive in the city, then a 1.2T engine is enough. If you often run long distances or need more space, then the 1.5T model is more suitable.

Which sagitar to choose is ultimately determined according to your actual needs and budget. There is no best car, only the car that suits you best. I hope this article can help you clear your mind and make the wisest choice.

I want to ask you, if it were you, which 2025 sagitar would you choose? Welcome to leave a message in the comment area and share your opinion!

Pay attention to the six signs before sudden death.

  Expert introduction:

Yu Mengyue, chief physician, professor and doctoral supervisor of National Cardiovascular Center and Fuwai Hospital of China Academy of Medical Sciences, member of China Clinical Epidemiology Society and young member of China Public Health Society.

In recent years, the prevalence of cardiovascular and cerebrovascular diseases is rising, and the incidence of sudden death is getting higher and higher. Many public figures, such as actors Gao Xiumin, Gu Yue and Ma Ji, died of sudden death. The main cause of sudden death is sudden cardiac death, including cardiac arrest or acute heart failure caused by coronary heart disease or other malignant arrhythmia. Among them, sudden death caused by coronary heart disease can account for 80%. In addition, some cerebrovascular diseases can also cause sudden death. Although the sudden death happened suddenly, there are actually traces to follow. People at high risk of cardiovascular and cerebrovascular diseases should pay special attention to several abnormal manifestations to prevent sudden death.

  1. Recently appeared or aggravated chest tightness.

If you suddenly feel chest tightness after exercise in the near future, rest for a while can relieve it. This phenomenon suggests that you may have coronary heart disease. The sudden symptoms indicate that the atherosclerotic plaque in the coronary artery is still unstable and may rupture at any time, leading to acute myocardial infarction. If you have chest tightness symptoms occasionally in the past, the symptoms will become more frequent and more serious in the near future. It also shows that the plaques that were previously stable are now slightly damaged and will develop into large ones at any time, leading to the occurrence of acute myocardial infarction. In this case, you should go to the hospital as soon as possible and have medication or surgery.

  2. flustered.

Palpitation is often a subjective feeling of increased heart rate. Irregular increase in heart rate is usually the result of tachyarrhythmia. Most arrhythmias are less dangerous and will not cause sudden death, but if they are frequent ventricular arrhythmias, there is a risk of developing ventricular fibrillation. In addition, palpitation in many elderly people is caused by atrial fibrillation. If atrial fibrillation is accompanied by heart conduction diseases, it is easy to progress to ventricular fibrillation. After a ventricular fibrillation attack, it can lead to death within a few minutes. Therefore, frequent palpitation attacks should also be treated in time.

  3. The heartbeat is too slow.

The beating of the heart is initiated by specific pacing cells. The poor function of pacing cells will slow down the beating rate of the heart and even lead to cardiac arrest in severe cases. Pacing cell function will gradually deteriorate with age. With the continuous improvement of life expectancy in China, the proportion of elderly people over 80 years old is also increasing, and the pacemaker cell function of this group will gradually deteriorate and the heart rate will slow down. Older people usually have less activity, and a slower heart rate can also maintain normal life, so it is often ignored. The elderly should regularly monitor blood pressure and heart rate. If the heart rate is less than 50 times and the blood pressure becomes low, it is easy to have long-term cardiac arrest and lead to sudden death.

  4. syncope.

Syncope is an important precursor of sudden death, and most syncope is caused by the sudden slowdown or stop of heartbeat, resulting in insufficient blood supply to the brain. Common causes include sinus node disease, atrioventricular block, and hypertonia of vagus nerve. Sometimes syncope can recover after a few seconds, and if it can’t recover, it will cause sudden death. Therefore, we should be very vigilant after unexplained syncope, find out the cause as soon as possible, and prevent the next syncope or even sudden death.

  5. Unexplained fatigue.

Sudden death is not a patent for the elderly, but also happens to young people. It is normal for many young people to suffer from heavy work pressure and fatigue. However, if there is unexplained fatigue and fatigue, or accompanied by chest tightness and edema, you should be alert to the occurrence of sudden death, which may be caused by myocarditis or cardiomyopathy. Myocarditis is more common among young people, usually after 1~2 weeks of catching a cold, with symptoms such as fatigue, chest tightness and fatigue, which can easily cause acute heart failure. In this case, heavy physical activity and bed rest should be strictly prohibited. Cardiomyopathy is mostly hereditary disease, which is not easy to detect in the early stage. When symptoms appear, irreversible changes in myocardial structure have occurred, such as cardiac enlargement and myocardial hypertrophy, which are very likely to lead to sudden death. Therefore, when there is unexplained fatigue and chest tightness, we should be highly alert to myocarditis and cardiomyopathy.

  6. Black eyes and numbness of limbs.

Stroke is also an important cause of sudden death. Some strokes have a sudden onset, and limb paralysis and high blood pressure will occur within a few minutes. In this case, patients can save their lives if they see a doctor in time. However, some strokes have a slow onset and only mild symptoms in the early stage, and patients don’t care. Once it progresses, it may lead to sudden death, so you need to pay more attention. Especially in patients with hypertension, coronary heart disease or atrial fibrillation, the incidence of stroke is several times higher than that of the general population. If you can’t see things on one side, your limbs are numb and weak, or you walk unsteadily and feel like stepping on cotton, you should be alert to the occurrence of stroke and see a doctor in time. Early identification can often achieve better curative effect.

In order to find the above-mentioned precursors of sudden death, we need to be alert to physical discomfort at all times, respond quickly when things happen, and seek medical advice in time. ▲

Resolutely rectify market chaos. In the past two years, the cumulative disposal of non-performing loans has exceeded 4 trillion yuan.

Cctv news: "Balance the relationship between steady growth and risk prevention. We are confident and capable of winning the battle to prevent and resolve financial risks. " On July 4th, the State Council held a press conference on the effectiveness of measures to promote the structural reform of the financial supply side. The relevant person in charge of China Banking and Insurance Regulatory Commission said that since the beginning of this year, China’s banking and insurance industry has continuously promoted the structural reform of the financial supply side, and the quality effect of financial services to the real economy has been continuously improved.

That night, "News Network" broadcast the relevant content. In fact, the conference also said a lot about preventing and defusing financial risks, especially what measures China Banking and Insurance Regulatory Commission has used and what results have been achieved in the past two years.

Positive progress has been made in preventing and resolving financial risks.

Liang Zhou, Vice Chairman of China Banking and Insurance Regulatory Commission, China, said that China Banking and Insurance Regulatory Commission dares to fight, take responsibility and confront difficulties, resolutely rectify market chaos and increase penalties. Over the past two years, more than 6 billion yuan has been confiscated, exceeding the total punishment in the previous ten years, and more than 8,000 people have been punished for violating the rules, which has formed a powerful shock.

Punishment is a means, not an end. The purpose is to force banks and insurance institutions to implement their main responsibilities through supervision and responsibility, maintain market order, protect the fundamental interests of the people, and firmly hold the bottom line that systemic financial risks do not occur.

With the efforts of all parties, the risks of high-risk institutions have been gradually resolved, and major cases of illegal fund-raising are being disposed of in an orderly manner. The effect of risk reduction in peer-to-peer lending is quite obvious.

The number of online lending institutions decreased by 57% compared with the beginning of 2018.

Unswervingly dismantle the high-risk shadow banks, and over the past two years, we have greatly reduced the high-risk financial assets with layers of nesting, complex structure and self-circulation by 13.74 trillion yuan, effectively curbing the financial reality.

At the same time, vigorously eradicate the soil of credit risk. In the past two years, the cumulative disposal of non-performing loans has exceeded 4 trillion yuan. At present, the non-performing loan ratio of the banking industry has stabilized at around 2%, and the provision coverage ratio has exceeded 175%. The main regulatory indicators such as the capital adequacy ratio of commercial banks and the comprehensive solvency adequacy ratio of insurance companies are at a good level.

Liang Zhou pointed out that "ammunition" to resist risks is sufficient. Financial risks have gradually turned from divergence to convergence, which is generally controllable.

Liang Zhou also said that he was clearly aware that there were still many gaps and deficiencies in the banking and insurance industry. If you want to understand and say it clearly, you must finally implement it. In the next step, China Banking and Insurance Regulatory Commission will continue to deepen the structural reform of the financial supply side, focus on enhancing the ability of financial services to the real economy, deepen financial reform and opening up, and balance the relationship between steady growth and risk prevention.

"We are confident and capable of winning the tough battle to prevent and resolve financial risks, promoting the continuous development of the banking and insurance industry to high quality, and providing stronger financial support for building a well-off society in an all-round way." Liang Zhou said firmly.

Cure chaos, make up shortcomings, maintain high-pressure situation, and rectify according to laws and regulations.

Liang Tao, Vice Chairman of China Banking and Insurance Regulatory Commission, China, made supplementary remarks on the work of dealing with chaos and making up shortcomings in the insurance industry. He said that in recent years, due to various reasons, China’s insurance institutions have experienced a rapid development stage, and there have also been blind expansion and chaos. Chaos is mainly manifested in weak corporate governance, illegal use of funds, improper product innovation, misleading sales, untrue financial business data and so on.

After the Party Committee of China Banking and Insurance Regulatory Commission was formally established, in May 2018, a meeting was held to promote the work of deepening the rectification of chaos in the banking and insurance markets. Require a comprehensive self-examination, leaving no dead ends. Deploy all insurance institutions to focus on the rectification of market chaos, check their own problems and make serious rectification.

The regulatory authorities also focused on key points and carried out regulatory inspections in a solid manner. In 2018, the regulatory authorities conducted 1,466 inspections of insurance institutions, with a total investment of 9,793 person-times. This year, the regulatory authorities at all levels continue to pay attention to the outstanding risks and problems in the insurance industry, and are now entering the market one after another to carry out inspections, which mainly cover corporate governance, solvency, capital utilization, auto insurance, agricultural insurance, short-term health insurance and so on.

Through strict punishment according to the law and regulations, we will maintain a high-pressure situation. In particular, the double penalty system has been implemented, and the punishment for senior executives has been strengthened. Various punishment measures have been taken comprehensively, such as limiting the business scope, ordering to stop accepting new business, revoking business licenses, revoking qualifications, and prohibiting entry into the insurance industry, so as to effectively increase the cost of violating laws and regulations, making institutions afraid, unable and unwilling to violate regulations.

Through continuous rectification, obvious results have been achieved, and the chaos in the insurance market has been corrected to a great extent.

Powerful shock the illegal subject. From January to May this year, 277 insurance institutions were punished, and institutions were fined more than 44 million yuan, ordered to stop accepting new business for 15 times, and their business licenses were revoked for 2 times. 416 responsible persons were punished, individuals were fined nearly 16 million yuan, and 18 people were disqualified.

The shortcomings of the system have been effectively compensated. Since 2018, more than 20 regulations and normative documents have been revised. Some problems such as lag, absence, overlapping and conflict have been effectively solved, and the institutional systems in key areas such as corporate governance, capital utilization, product management, consumer rights protection and self-construction of regulatory capacity have been further improved and perfected.

There are major risks in institutions, and the failure of corporate governance is an important reason.

Corporate governance is the "bull’s nose" for banks and insurance institutions to prevent risks and develop steadily. Many institutions have major risks, and the failure of corporate governance is an important reason. Some reporters have raised relevant questions.

In response to a question, Liang Tao said that some time ago, some cases occurred in the financial field, reflecting some outstanding problems in corporate governance of some operating institutions, mainly manifested in opaque and irregular equity relations, such as the problem of holding shares on behalf of others; There is also extensive management of related party transactions, and there is a problem of interest transfer; The development strategy blindly pursues extensive expansion, and the internal control does not match the development speed. In some institutions, the equity management is chaotic, the governance mechanism is ineffective, the "three meetings and one layer" is ineffective, and risks are accumulating.

China Banking and Insurance Regulatory Commission attaches great importance to corporate governance. Since the establishment of China Banking and Insurance Regulatory Commission in late March 2018, a symposium on corporate governance of small and medium-sized banks and insurance institutions was held in April to improve the corporate governance mechanism, organize research and deployment of banking and insurance industries.

After the promulgation of the "three-set plan", the corporate governance supervision department was set up to co-ordinate the corporate governance supervision of banks and insurance industries. By filling the shortcomings of the system, strengthening inspection and evaluation, and strengthening accountability, we will continue to promote the banking and insurance industries to improve the compliance and effectiveness of corporate governance. In the practice of supervision, we will implement differentiated supervision for different institutions according to specific conditions.

For large state-owned banks and insurance companies, we should improve the contents, rules and procedures of "three majors and one big" decision-making. For small and medium-sized commercial banks and insurance companies, we will focus on rectifying the chaos of shareholders’ equity and management transactions, and severely crack down on violations of shareholders’ equity and the transfer of benefits through illegal related party transactions.

In the next step, China Banking and Insurance Regulatory Commission will focus on improving the effectiveness of corporate governance of banking and insurance institutions, and continue to strengthen corporate governance supervision. First, make up for the shortcomings of corporate governance supervision system, improve the supervision system of corporate governance in banking and insurance industry, and fill the shortcomings in corporate governance mechanism, equity management and transaction management. The second is to evaluate the corporate governance of banking and insurance institutions, and rectify and implement the problems found. The third is to promote the construction of information system of corporate governance supervision, and improve the information level and scientific level of corporate governance supervision.

After low interest rate funds are lent to enterprises, the relevant funds are used for arbitrage.

In the first five months of this year, the average interest rate of new loans for inclusive small and micro enterprises issued by five large commercial banks was 4.79%, which was 0.65 percentage points lower than the average level of last year. Some people worry that the interest rate is too low and will not be sustainable in the future. Yang Liping, chief procurator of China Banking and Insurance Regulatory Commission, China, answered this question by herself when answering a reporter’s question. She said that it can be analyzed from the following aspects:

From the positioning point of view, large banks issue loans to small and micro enterprises, and the positioning is to protect capital and make small profits. By strengthening cost accounting, improving risk control and constantly improving products and services, banks position micro-financial services as protecting capital and making small profits.

Second, the state has given preferential policies for loans to small and micro enterprises. For example, the People’s Bank of China implemented the targeted cuts to required reserve ratios in inclusive finance to create targeted medium-term lending facilities, and the finance and taxation departments also have relevant policies, all of which are required to be reflected in the loan pricing of small and micro enterprises.

Third, through big data and cloud computing, large banks can identify risks more accurately and reduce excessive dependence on mortgage guarantees, thus reducing their own capital costs, operating costs and risk costs.

Finally, she added that the relevant departments also noticed that there were very few cases in the supervision practice. After individual banks lent low-interest funds to enterprises, the relevant funds were used for arbitrage and bought wealth management products. In this regard, banks are also required to strengthen the management of loan flow, so that low-cost funds will not be misappropriated and better serve small and micro enterprises.

In the next step, we will continue to promote services related to small and micro enterprises, including formulating an evaluation system and conducting unannounced visits to enterprises. We will conduct unannounced visits to enterprises in July, August and September this year.

People’s Daily reporter visited Myitsone Hydropower Station in Myanmar after the shutdown: Both China and Myanmar lost.

Recently, the People’s Daily reporter visited Myitsone Hydropower Station in Myanmar after the shutdown, and investigated the living conditions of local people in Myanmar and the losses suffered by China Power Investment Group (hereinafter referred to as China Power Investment Corporation) after the suspension of the project. The People’s Daily published this survey article on January 3, 2014.

Myitsone Hydropower Station is the largest hydropower station in the hydropower development project in the upper reaches of Irrawaddy River signed by the governments of China and Myanmar. In March 2009, the governments of China and Myanmar signed the Framework Agreement on Cooperative Development of Hydropower Resources in Myanmar. The installed capacity of Myitsone Hydropower Station is 6 million kilowatts, with a total investment of 3.6 billion US dollars. Construction started first in December 2009, and the first unit is planned to generate electricity in 2017. However, on September 30, 2011, Myanmar President Thein Sein suddenly announced that the Myitsone hydropower project was temporarily put on hold during his term of office on the grounds of "people’s will".

Due to the suspension of the project, both China and Myanmar have suffered huge losses. The main investor, China Power Investment Corporation, bears the brunt. It goes without saying that the initial investment of 7 billion yuan is self-evident, and the financial interest and personnel maintenance fees of these funds are increasing at a rate of 300 million yuan per year. At the same time, the company faces huge claims for breach of contract from suppliers, construction units and other relevant contractors.

Myanmar suffered even more losses. According to the original plan, 30,000 people need to be employed locally for the construction, but only 78,000 people have emigrated to all the Yijiang projects, and all the laborers can be employed during the construction of the power station. Nowadays, many immigrants have no livelihood. Secondly, the confidence of foreign investment has been hit hard. Foreign investment in Myanmar has dropped sharply from $20 billion in fiscal year 2010-2011 to $1.49 billion in fiscal year 2012-2013. Third, economic growth has been frustrated. Experts estimate that Myanmar’s GDP will lose $5 billion every year when Myitsone Power Station is stopped, compared with $40 billion last year. The development of electric power is blocked, which may affect the realization of its goal of tripling its GDP in 2030.

According to the People’s Daily reporter, the Burmese people who opened a shop near the construction site said: "The villagers are actually not opposed to the construction of hydropower stations. Everyone is more concerned about livelihood and safety. We certainly welcome the construction of a safe hydropower station that allows us to use electricity and promote employment."

Among the reasons why some non-governmental organizations oppose the construction of Myitsone Hydropower Station, the clause of selling 90% of electricity to China has aroused nationalist sentiment in the hearts of Burmese people and catered to the western accusation that "China plundered Myanmar’s resources". But these accusations are untenable. According to the calculation, the installed capacity of Myitsone Power Station is 6 million kilowatts, and the annual power generation is three times that of Myanmar’s annual electricity consumption in 2011, which cannot be fully digested by Myanmar’s domestic market. According to the agreement signed between China and the Myanmar government, the Myanmar government will receive 10% of the free electricity from Myitsone Hydropower Station, and at the same time, it will give priority to power supply to Myanmar, waiting for the demand in the Myanmar market to increase. It is possible for the Myitsone Hydropower Station to transmit 100% electricity to Myanmar in the future. Some non-governmental organizations don’t know this situation, and they exaggerate that "China plunders Myanmar’s resources" and incite public opinion.

China Power Investment Corporation has never given up its efforts to restart the Myitsone project. Not long ago, China Power Investment Corporation invited Wu Saimin, deputy speaker of Kachin State Parliament, to lead 21 Kachin State legislators and media representatives to inspect the Myitsone Hydropower Station project, and also invited many Myanmar media as well as international media such as Asia News Channel and BBC to interview the project site. Domestic analysts in Myanmar generally believe that whether the new government can restart Myitsone Hydropower Project after the general election in 2015 depends largely on how China persuades the Myanmar government and local political forces to accept Myitsone Hydropower Project, which is a mutually beneficial project between China and Myanmar. Cheng Zhonghua, director of Myitsone Management Department of China Power Investment Group Yijiang Upstream Hydropower Co., Ltd., told the People’s Daily reporter: "We look forward to returning to work as soon as possible."

The following is the full text of the People’s Daily reporter’s visit to Myitsone Hydropower Station in Myanmar after the shutdown.

Myitsone Hydropower Station is the largest hydropower development project in the upper reaches of Irrawaddy River signed by the Chinese and Burmese governments. According to the plan, seven cascade hydropower stations will be built in the upper reaches of the Yi River, with a total installed capacity of 20 million kilowatts, of which the installed capacity of Myitsone Hydropower Station is 6 million kilowatts.

"This project is a cooperative project signed by the governments of China and Myanmar and invited by the Myanmar government to participate in the development," Cheng Zhonghua, director of Myitsone Management Department of China Power Investment Group (hereinafter referred to as China Power Investment Corporation) Yijiang Upstream Hydropower Co., Ltd., told People’s Daily reporter that in October 2006, the Myanmar government participated in the third China — An invitation was sent to China Power Investment Corporation at the ASEAN Expo; In March 2009, the governments of China and Myanmar signed the Framework Agreement on Cooperative Development of Hydropower Resources in Myanmar. Since then, the hydropower development in the upper reaches of the Yijiang River of China Power Investment Corporation has been comprehensively promoted.

People's Daily reporter visited Myitsone Hydropower Station in Myanmar after the shutdown: Both China and Myanmar lost.

Talking about the losses caused by the shutdown to China Company, Cheng Zhonghua said that the annual loan interest of the project reached 300 million yuan. After the construction started, the company delivered large-scale construction equipment worth 700 million yuan from China to the construction site. After the work was stopped in September 2011, the equipment was parked on the construction site. For these large-scale construction equipment maintenance, maintenance and rental costs, the company will lose tens of millions of yuan every month. After a year and a half of coordination with the Myanmar government and local armed forces, and the damaged bridges were repaired, all the equipment was finally shipped back to China at the end of March 2013.

People's Daily reporter visited Myitsone Hydropower Station in Myanmar after the shutdown: Both China and Myanmar lost.

Myitsone hydropower station area

Tens of thousands of local jobs have been lost.

The reporter then went to the immigrant new village next to the project department of Myitsone Hydropower Station. This new immigrant village built on the right bank of the Yi River is Anminda Village, with a total of 325 households, while about 85 immigrants on the left bank of the Yi River are placed in Mariyang Village. According to Cheng Zhonghua, these 400-odd households with more than 2,000 people are mainly villagers in Myitsone Dam area, and they need to be resettled first.

Immigrants’ New Village was completed as early as 2010. Most of the new immigrant villages are tall wooden houses with two-story frame structure, and each household has an independent courtyard. Some villagers with better economic conditions have built cement walls on the basis of wooden houses and planted economic trees, fruit trees and flowers around the courtyard. Immigrants’ new village has opened a wide cement road and running water, with 24-hour free power supply.

The reporter visited the schools and hospitals in Xincun. Both hardware and software conditions are first-class in Myanmar. The school not only accepts students from immigrant villages, but also students from many nearby villages. The teacher of the school, Duo Changda, told the reporter: "There are only three college students in the history of Myitsone. Since the establishment of Anminda Village School, students have been admitted to universities every year, and five students have been admitted this year."

Larry, pastor of Kachin Christian Baptist Church in Anminda Village, told the reporter that some villagers originally planted fruit trees or upland rice on the mountain. After moving into the new village, the land allocated to them by the Myanmar government was far away, and the quality of the land was not good. After the project was stopped, many villagers secretly returned to the reservoir area, continued to plant fruit trees and upland rice, or went to the rivers around the Yi River to engage in activities such as gold panning.

Cheng Zhonghua told reporters that due to the shelving of the project, many people lost their jobs, and the livelihood of immigrants had problems. The company still insisted on distributing rice to immigrants every month, with a total of more than 1,000 tons, which was welcomed by the villagers. If the Myitsone project is under construction, there will be tens of thousands of direct jobs in the peak period, and the number of indirect jobs such as service industry is incalculable. The company requires that local employees be used as much as possible.

"In the past, there were many shops near the construction site, and the business and catering industries were very prosperous. However, after the suspension of the Myitsone project, not only the business of nearby shops was bleak, but also the villagers who used to work on the project lost their jobs, "Minta, who opened a shop near the construction site, told reporters." The villagers are actually not opposed to the construction of hydropower stations. Everyone is more concerned about livelihood and safety. We certainly welcome the construction of a safe hydropower station that will enable us to use electricity and promote employment. "

If conditions permit, it will supply 100% power to Myanmar. Is this robbing Myanmar of resources?

Among the reasons why some non-governmental organizations oppose the construction of Myitsone Hydropower Station, the clause of selling 90% of electricity to China has aroused nationalist sentiment in the hearts of Burmese people and catered to the western accusation that "China plundered Myanmar’s resources". Cheng Zhonghua told reporters that in fact, when the company inspected the feasibility of the Myitsone Hydropower Station project, it was most worried about the issue of power sales. If the power sales could not be solved, the project would not be economically feasible, and the investment would not be established.

The construction of Myitsone Hydropower Station was put forward by Myanmar as early as 1952, but it could not be implemented due to technical, financial and market problems. Since the 1960s and 1970s, many enterprises including Kansai Company of Japan have visited Myitsone successively, among which Japanese companies submitted the preliminary development plan of Myitsone to the First Ministry of Electric Power of Myanmar Government in 2002.

Although Myanmar is a country short of electricity, the current consumption of electricity in Myanmar is still in its infancy. However, some non-governmental organizations do not understand this situation, and they exaggerate that "China plunders Myanmar’s resources" and incite public opinion.

Some people in Myanmar oppose China’s construction of Myitsone Hydropower Station.

China introduced the development situation comprehensively, objectively and truly.

At present, the Myanmar government is secretive about the Myitsone hydropower project, and government officials are basically reluctant to mention it in public. Wu Saimeng Rui, Minister of Electric Power and Industry of Kachin State, refused to express his position on the Myitsone Hydropower Project in an interview with People’s Daily. However, there is a hydropower planning map of Kachin State hanging next to Wu Sai Meng Rui’s desk. When introducing Kachin State’s hydropower resources to reporters, Wu Sai Meng Rui deliberately pointed out seven cascade power stations planned and built in the upper reaches of the Yi River on the map.

Wu Saimeng Rui emphasized that hydropower has a unique advantage compared with other electric power. "It is not only cheap, but also recognized as a clean energy source in the world. Kachin State has the richest hydropower resources in Myanmar, but the current utilization rate is only 2.2%. In addition, the lack of high-voltage transmission network in Kachin State is also a big problem." Wu Saimeng Rui said that Myanmar welcomes foreign investment, but believes that the rights and interests of foreign investment can only be guaranteed after peace is achieved in Myanmar.

China Power Investment Corporation also published a book "Questions and Answers on the Development of Yijiang Hydropower" in Chinese, Myanmar and English, so that the public can fully, objectively and truly understand the development of Yijiang Hydropower.

At the end of the interview, Cheng Zhonghua solemnly told reporters: "We look forward to returning to work as soon as possible."

Domestic vaccines account for more than 95% of the actual vaccination in China, and the quality is comparable to the international level.

Vaccine is a biological product for preventing and controlling the occurrence and prevalence of infectious diseases, and it is of great significance to protect human health. The reporter learned from National Medical Products Administration that at present, China is the largest vaccine producer in the world, with 45 vaccine manufacturers, which can produce 63 kinds of vaccines and prevent 34 kinds of infectious diseases, with an annual production capacity of more than 1 billion doses. It is one of the few countries and regions in the world that can solve all planned immunization vaccines on their own.

Taking children’s vaccines as an example, at present, China’s children’s immunization program covers 12 vaccine-preventable diseases, basically covering all key vaccine types recommended by the World Health Organization, and individual vaccines such as Japanese encephalitis are included in children’s immunization programs before other countries and regions. Since the implementation of immunization program in 1978, the R&D and production capacity of vaccine manufacturers in China has been continuously improved, and polio caused by wild strains has been eliminated, and diseases such as hepatitis B, measles, diphtheria, pertussis, tetanus, tuberculosis and Japanese encephalitis have been controlled. In particular, domestic inactivated enterovirus 71 vaccine (hand, foot and mouth disease vaccine) and recombinant hepatitis E vaccine are the first in the world.

However, many parents still hesitate when choosing to vaccinate domestic vaccines. "There is no obvious difference between domestic and imported vaccines in terms of quality standards, safety and use." Wang Huaqing, chief expert of China CDC, said that both domestic vaccines and imported vaccines must strictly follow the requirements of the State Drug Administration, strictly carry out pre-marketing clinical research, and the production meets GMP requirements. Each batch of vaccines can only be put on the market after passing the strict batch issuance inspection. Judging from the current domestic vaccination situation, domestic vaccines account for more than 95% of the actual vaccination in the country.

"Before the vaccine is put on the market, it is necessary to implement a strict batch issuance system, which is an important barrier in the process of vaccine delivery and circulation, that is, the drug inspection agency should inspect and review its data according to the standards, which is equivalent to adding another weight to vaccine safety besides ordinary drugs ‘ Insurance ’ 。” Wang Youchun, vice president of China Institute of Food and Drug Control, said that as early as 2006, China had managed the batch issuance of all vaccines. At present, among the more than 190 member countries of the World Health Organization, only more than 30 countries have the full supervision function of vaccines recognized by the World Health Organization.

At the same time, in order to understand the quality status of vaccines on the market, find out quality problems and hidden dangers, and take corresponding risk control measures in time, since 2008, the national drug regulatory authorities have carried out evaluation sampling tests on some vaccines every year, that is, the vaccine products are selected from three aspects: production, circulation and use for quality inspection and result analysis. Statistics show that at present, China issues about 5000 batches and 700 million dosage units of vaccines every year. From 2006 to 2017, a total of 317 batches of unqualified vaccines were refused, with about 19 million people. Judging from the sampling inspection, the country has sampled 944 batches of vaccine products since 2008, with a qualified rate of 99.6%.

In fact, China’s vaccine management not only follows the most stringent standards, but also the formed vaccine supervision system has passed the evaluation of the national supervision system of the World Health Organization. "This assessment is not only a comprehensive consideration of the ability of a national vaccine regulatory agency, but also the basis and premise for vaccine manufacturers in this country to apply for WHO product pre-certification and enter international procurement channels." For example, Wang Youchun said that domestic vaccines such as live attenuated Japanese encephalitis vaccine produced by Chengdu Institute of Biological Products, oral type I and type III polio vaccine produced by Beijing Beishengyan Biological Company, influenza vaccine produced by Hualan Biological Company and inactivated hepatitis A vaccine produced by Beijing Kexing Biological Company have successively passed the product pre-certification of the World Health Organization, and have been successively purchased by UNICEF and Global Alliance for Vaccine Immunization for disease prevention and control in other countries.

With the increasingly strict supervision, in recent years, the quality standards of vaccines listed in China have reached the requirements of the World Health Organization for vaccine products, and the key indicators of some varieties are even higher than those in Europe and America. Wang Youchun said that at present, China has established a coverage vaccine "research and development — Production — Circulation — "Vaccination" has a complete vaccine supervision system, legal system and standard management, a scientific and rigorous vaccine registration and approval system has been established, and good manufacturing practice, which is in line with the international advanced level, and strict quality management standards for drug business have been implemented.
